TRICK WITH PEOPLE OF SINDH IN NFC AWARD

In order to foster national unity and stabilize the democratic system of government in Pakistan, a great and plausible decision was agreed upon on 30th December 2009 at Gawadar by the representatives of all provinces duly signed by the Prime Minister on the 7th NFC award but it is indecent and shocking on the part of the concerned Secretary Ministry of Finance Govt. of Pakistan who became successful to dodge his superiors and the top rulers of the Government of Pakistan, the Prime Minister and the President of Pakistan to get issued a deceitful, violated and defective presidential order on the mutually agreed 7th NFC Award. From this Presidential order, two basic sections/decisions providing financial benefits particularly to the Sindh province have been scratched out. They were (i)General Sales Taxes on services to be transferred to provinces and (ii)Financial resources to be distributed to provinces according to the multidimensional method of distribution of financial resources.

Secondly, according to IMF conditionality, a constitutional draft in regard to impose a new federal value added tax is to be passed by each provincial assembly. After the passage of such draft bill, the provinces cannot be competent to pass a separate provincial law to impose general sales taxes services agreed in 7th Award because it will be a part of the bill of federal value added Taxes and thus the Sindh province will remain deprived of the sources to be obtained by the mutually agreed 7th NFC Award. When this anomaly was pointed out in the Sindh Assembly by MPA Mohtarma Humera Alwani, the matter was avoided to discuss claiming the taking up of the matter with the Prime Minister by the Chief Minister of Sindh who confirmed that the Prime Minister has assured him to get this anomaly removed and necessarily both dropped out sections will be incorporated in the revised Presidential order. This matter has already been taken up in the daily Sindhi newspapers and the daily dawn of 1st April 2010. Now, the question arises as to who is responsible for this neglect where as why not the principal Secretaries of both Prime Minister and the President of Pakistan detected such a national neglect being the senior and experienced bureaucrats of the Government of Pakistan or the Secretary Finance Govt. of Pakistan may be held responsible for this negligence which has created uproar in the Sindh Province against the Peoples Party Governments both at the federal and the provincial levels.
