Language in Sindh schools

THE language dilemma in education remains unresolved in Pakistan because educationists fail to understand how basic language is to the child’s learning process, as also to the psyche of the speakers.

Those who ignore this fundamental truth can undermine national integrity. If they are running schools they cannot maximise the learning advantage of their students. Language has a political dimension as well. When our leaders fail to understand that imposing a language on a people amounts to linguistic imperialism, the consequences can be grave. We know what happened in 1971.

In this context, Sindh should be the last province to pose a problem. It has speakers of mainly two languages — Sindhi and Urdu. Geographically they are broadly divided between the rural and urban areas. Public-sector education follows this demographic feature in the medium of instruction policy. Unsurprisingly, from ASER 2012 (the annual report on the status of education) to be released in January it emerges that 90 per cent of the parents in Sindh want their children to be taught in Sindhi (presuming that is the language of their choice when they said no to Urdu and English and opted for “other” in a survey conducted there).

Imperialism didn’t end. These days it’s known as international law

A one-sided justice sees weaker states punished as rich nations and giant corporations project their power across the world

The conviction of Charles Taylor, the former president of Liberia, is said to have sent an unequivocal message to current leaders: that great office confers no immunity. In fact it sent two messages: if you run a small, weak nation, you may be subject to the full force of international law; if you run a powerful nation, you have nothing to fear.

While anyone with an interest in human rights should welcome the verdict, it reminds us that no one has faced legal consequences for launching the illegal war against Iraq. This fits the Nuremberg tribunal’s definition of a “crime of aggression”, which it called “the supreme international crime”. The charges on which, in an impartial system, George Bush, Tony Blair and their associates should have been investigated are far graver than those for which Taylor was found guilty.

The foreign secretary, William Hague, claims that Taylor’s conviction “demonstrates that those who have committed the most serious of crimes can and will be held to account for their actions”. But the international criminal court, though it was established 10 years ago, and though the crime of aggression has been recognised in international law since 1945, still has no jurisdiction over “the most serious of crimes”. This is because the powerful nations, for obvious reasons, are procrastinating. Nor have the United Kingdom, the United States and other western nations incorporated the crime of aggression into their own legislation. International law remains an imperial project, in which only the crimes committed by vassal states are punished. ….

History often helps in analysing the present day issues by reflecting on past events. Generally, this approach is adopted in a society where there is dictatorship, censorship and legal restrictions to express discontent in regard to government policies. The method is effective in creating political consciousness by comparing the present with the consequences of bad governance and disillusionment of the past.

After the independence[?] of Pakistan, the army and the bureaucracy emerged as powerful state institutions. In the absence of a constitution, the two institutions were unaccountable to any authority. Bureaucracy followed in the footsteps of the colonial model, treating people with arrogance and contempt. A strong centre allowed it to rule over the provinces unchecked. The provinces, including the former East Pakistan, greatly suffered because of this.

Sindh chose to raise its voice against the oppressive attitude of the bureaucracy and a strong centre. Despite the grand, national narratives which justified the creation of a new country, Sindh responded by presenting its problems and grievances by citing historical suffering of its people.

During the reign of Shahjahan, Yusuf Mirak, a historian, wrote the book Tarikh-i-Mazhar-i-Shahjahani. The idea was to bring to Shahjahan’s notice the corruption and repressive attitude of the Mughal officials in Sindh. As they were far from the centre, their crimes were neither reported to the emperor nor were they held accountable for their misdeeds.

Mirak minutely described their vices and crimes and how the people [Sindhis] were treated inhumanly by them. He hoped that his endeavours might alleviate the suffering of the people when the emperor took action against errant officials. However, Mirak could not present the book to the emperor but his documentation became a part of history.

When the Persian text of the book was published by Sindhi Adabi Board, its introduction was written by Husamuddin Rashdi who pointed out the cruelty, brutality, arrogance and contempt of the Mughal officials for the common man. Accountable to none, they had fearlessly carried on with their misdeeds.

Today, one can find similarities between those Mughal officials and Pakistani [civil & military] bureaucrats of the present day. In the past Sindh endured the repercussions of maladministration and exploitation in pretty much the same way as the common man today suffers in silence. But one can learn from the past and analyse the present to avoid mistakes.

The history of Sindh shows two types of invaders. The first example is of invaders like the Arabs and the Tarkhans who defeated the local rulers, assumed the status of the ruling classes and treated the local population as inferior. The second type was of invaders like Nadir Shah and Ahmad Shah Abdali who returned home after looting and plundering. The rulers of Sindh defended the country but sometimes compromised with the invaders. Those who defended it were vanquished and discredited by history, and their role was not recognised.

G. M. Syed in his tract Sindh jo Surma made attempt to rehabilitate them. According to him, Raja Dahir who defended Sindh against the Arabs was a hero while Muhammad Bin Qasim was an agent of the Umayyad imperialism who attacked Sindh to expand the empire and to exploit Sindh’s resources.

Decades later, in 1947, a large number of immigrants arrived from across the border and settled in Sindh. This was seen by Sindhi nationalists as an attempt to endanger the purity of the Sindhi culture. In 1960, agricultural land was generously allotted to army officers and bureaucrats. Throughout the evolving circumstances in Sindh, the philosophy of Syed’s book is the protection and preservation of the rights of Sindhis with the same spirit with which the heroes of the past sacrificed their lives for the honour of their country [Sindh].

What if we win – 2

Pakistan’s predicament continues to draw comment from all over the world; in the Western (and Westoxicated Eastern) Left, the narrative remains straightforward(to such a degree that one is tempted to share an essay by Trotsky that Tariq Ali may have missed): US imperialism is to blame. In this story, US imperialism “used” poor helpless clueless Pakistan for its own evil ends, then “abandoned” them (it’s very bad when the imperialists go into a third world country, it’s also very bad when they leave) and they have now returned to finish off the job.  I have written in the past about my disagreements with this Eurocentric and softly racist narrative and have little to add to it. In any case, no one in authority in either the imperialist powers or Pakistan is paying too much attention to the Guardian or the further reaches of the Left. But even among those who matter (for better and for worse), there seems to be no agreement about what is going on and what comes next. Everyone has their theories, ranging from “lets attack Pakistan” to “let’s throw more money at them” and everything in between. I don’t know what comes next eith

er, but I have been thinking for a few days about an outcome that many in the Pakistani pro-military webring think is around the corner: What if we win?

The fact that the US/NATO are in trouble in Afghanistan is no longer news. The fact that Pakistan is about to “win” may not be as obvious to many outsiders (or even to many Pakistanis).  but “strategic victory” in Afghanistan is now taken for granted by the Paknationalists. And one should take them seriously, since their theories are not only a product of GHQ, they are also the basis GHQ’s own decision making. The circle goes like this: psyops operators create the theory in the morning. It’s taken up by the paknationalist media through the day and is on GEO TV by nightfall. The generals hear it on the evening news and excitedly call up their friends: did you see what everyone is saying!

– What does it mean for Pakistan to “win” in Afghanistan?

Most of my Pakistani friends think it’s a zero-sum game: what is bad for the US is good for Pakistan. Though some analysts have attempted warn that it may not be a glorious victory, but this kind of “negative thinking” is not the dominant mode in Pakistan. Even Pakistanis who expect some trouble are generally happy with the thought that the Americans will be escaping from the Kabul embassy hanging on to rope ladders. I disagree, and I disagree because I think that this defeat will not be fatal for the US, but it is very likely to be terrible for Pakistan. The US, while chastened and shocked (as after Vietnam?) will not be seriously wounded by defeat in Afghanistan; What happens to the economy at home will be far more critical than what happens in Afghanistan and Pakistan, neither of which have a big role in the economy, and the role they do have is entirely negative. The US will be better off getting out of Afghanistan. Pakistan will not escape that lightly.

First some clarifications: I am not talking about loss of US aid or the loss of vast sums of money that the US pays Pakistani contractors for supplying and sustaining their mission in Afghanistan. First of all, the US and NATO will need Pakistani help to get out safely and may pay more in defeat than they ever did in “victory”. And even when the taps are eventually turned off, the stoppage of US aid is not necessarily fatal. It’s a 200 billion dollar economy and while the poor may suffer some more as the upper classes squeeze them harder to make up for lost dollars, life is likely to go on. Severe sanctions are a more serious issue, but it’s possible that China can prevent those.  There will, of course, be the inevitable military coup (most likely a “hidden” one, in which a civilian caretaker regime is installed by the army) and that will itself lead to a temporary improvement in administration in the core region; In short, all will not be doom and gloom if the Western tap does get turned off, especially if the turning off is gradual and if China can be convinced to help the upper classes out a little more. The real problems will lie elsewhere.

First of all, this “victory” will not lead to instant peace in Afghanistan.  Even the paknationalists think Afghanistan will erupt in open civil war. Naturally, that’s a war they expect “their side” to win, but keep in mind that the Taliban, with full Pakistani support and little overt intervention on the other side, still could not conquer all of Afghanistan prior to 2001. After 10 years of western support, and with Iran, India and Russia already working on future scenarios, it is hard to see how the Taliban could easily roll back into Northern or Western Afghanistan. The civil war in Afghanistan will not be brief or decisive, and it will suck Pakistan into all kinds of trouble. Even in the best case scenario, it will be very tough. In the worst case scenario, Pakistan may collapse before the last American takes off from the embassy roof. The risks in case of “victory” are enormous.

Secondly, the jihadis will want their peace dividend within Pakistan too. Imran Khan and his admirers are waiting for the day when the Americans leave and we can talk to “our people” as brothers, but the brothers are not just fighting for America to leave.
They had an agenda before America arrived in 2001 and they have not given up on it. Neither have their friends in the security services. The jihadi faction of the deep state did not train half a million jihadis just to needle India. Pakistan itself will have to be cleansed of undesirables. The first in line will excite little sympathy; Zardari’s cronies, ANP diehards and Baloch nationalists will be “sorted out” soon after the coup, to cheers from Imran Khan supporters wearng Microsoft T-shirts. Neither will the Ahmedis get much sympathy. But the Salafists will not spare Shias and that will mean problems with Iran and with the remaining Shia population within Pakistan. Next the westernized elite will be asked to join the glorious Islamic revolution. Most will choose to accept and may even think that the jihadis are only looking for public expressions of piety, but they will soon find out that the Jihadis are serious. And that they had no idea what was cooking under the radar in half a million madrasahs and an impoverished, disenfranchised and much abused population of desperately poor people. While the burger-jihadis are working on their Microsoft certification and jerking off to Imran Khan and Shahid Afridi speeches on youtube, the rest of the country has neither water, not electricity nor basic law and order. The revolution will not stop at public piety. Until one day, the red death will reach the innermost sanctum: GHQ itself will be invited to reform. At that point, as defense housing society plots are redistributed, the victory will become very bittersweet indeed.

Does this mean that the ruling elite in Pakistan will in fact bite the bullet and help the US out just to save themselves? After all, the US intervention did provide the elite with a chance to give up their dangerous jihadi policy and switch to some alternative route to capitalism. But in spite of Chinese hints that they may be better off taking this road, the “Indian threat” meme has overwhelmed all other considerations and they do not seem to possess the vocabulary to try anything different. Revising their strategic doctrine may have seemed logical, but that logic has not made it past their mental defenses. This is a genuine mess. The kind where nobody is sure what will happen next.

A joke from the nineties (originally a Khalsa joke, but recycled and put to many uses since then) suddenly seems prescient; Prime minister Nawaz Sharif in those days was portrayed as something of a simpleton, getting by on the advice of his shrewd father (Abba ji). Here is the joke:
Nawaz Sharif: Abba ji, the economy is in terrible shape and nothing is working. What can we do now?
Abba ji: Son, there is only one solution. Start a war with America. They will bomb the country and utterly destroy it. Then they will occupy us and launch a Marshall plan and we will be rebuilt with their money. Look how rich Japan and Germany have become after losing a war to America.
Nawaz Sharif: But Abba ji, what if we win?

But maybe I am underestimating the corrupt but shrewd ruling elite. Maybe they have enough self-awareness to sneak out of this one? Notice that Pakistan is opening up trade with India. We delayed an American victory in Afghanistan for 10 years because we don’t want Indian influence in Afghanistan. We don’t want Indian influence in Afghanistan because the Indians are our eternal enemies. Now the Americans are threatening us, so we are going to make peace with India to relieve pressure on the economy. When we are friends with India, will we still need to deny them “influence” in Afghanistan? Enquiring minds want to know…

The mayhem and human slaughter that has been prevalent in Karachi for more than three decades intensifies periodically. Another wave of this dreadful violence has been unleashed in recent weeks. However, this gruesome spate of killings and devastation is not the cause but a symptom of the severely diseased social and economic system the harrowing crisis of which are now nudging society into the throes of barbarism. Those at the helm of the political pyramid of this system and the echelons of power seem to be clueless to put an end to this violence and forge a lasting peace. Or perhaps the political and the state structures are themselves embroiled in this mayhem and the conflicts that are exploding are the clash of different sections of finance capital representing their vested interests in the different belligerent factions of the political and state institutions. …

Problems of Sindhi Nationalism – What way forward?

…. In Pakistan the national question exists in its worst form because Pakistan itself is an example of a failed nation state. Pakistan was created as a result of the partition of the Indian subcontinent as the British imperialists and the local/national bourgeois leaders feared that a united national liberation would not stop there but would move towards a social transformation that would overthrow landlordism, capitalism and the imperialist strangle hold. To avoid a socialist revolution they conspired and split the movement along religious lines that led to the reactionary and traumatic partition of a land that had more than five thousand years of common history, cultural and socio economic existence.

Pakistan was founded not as a nation state, but as a state made up of nationalities. Even the abbreviations which form the word Pakistan are a testimony to this fact. This corresponds to its belated character. … National oppression has been brutal and rough ever since the country came into being. ….

….the separation of Bangladesh, the inability to resolve regional and sectarian disputes, the inability to sustain a clear concept and direction to Pakistan’s Nationalism and finally failure to create a modern cohesive nation state.

Pakistan’s political system is dominated by elite groups. In addition it faces the dilemma of chronic military rule. ….

….Sindh, the southern most province of the state possesses one of the most varied demographical set-ups in Pakistan. There is a very fragile ethnic balance between Sindhis and non-Sindhis. After partition many of the immigrants from Uttar Pradesh and Madhya Pradesh in India moved mainly to Karachi, but also to Hyderabad, Sukkur and other cities of Sindh.

This massive influx of Mohajirs from India and other nationalities resulted in a greater control of people from this transmigration over the economy, jobs and posts in the state apparatus. Although this phenomenon had a greater impact on urban Sindh, the deprivation was felt also in rural Sindh especially amongst the Sindhi middle classes. The acquisition of State and other lands by Punjab Generals and other settlers further aggravated this feeling of national deprivation amongst the Sindhi populace. There are several other factors which fuelled these sentiments. ….

….At the heart of nationalist sentiments in Pakistan is the perception by non-Punjabis that the Punjabi nationality dominates the economy, politics, society and the state. There is considerable evidence to support this perception. First, Punjabis constitute a majority of the population, approximately 60%; second, they dominate the civilian bureaucracy and the military; third, the Punjab is by far the wealthiest and most developed province in the state. And this perception is ironically fuelled by governmental policies designed to assuage such perceptions. ….

…. G. M. Syed can rightly be considered as the founder of Sindhi nationalism. He formed the Sindh Progressive Party in 1947 and demanded provincial autonomy within a socialist framework. In 1953 he formed the SindhAwami Mahaz. G. M. Syed himself a middle sized landlord represented the grievances of that class as well. …

… There have been several movements in Sindh over the last 60 years but there are three very significant mass upsurges that shook the echelons of power in Islamabad. These are the movements of 1968-69, 1983 and to some extent that of 1986. All these movements had different intensities, character, orientation and motivations. …

Zia was the son of a Mullah who had migrated from Eastern (Indian) Punjab and was American-trained at Fort Bragg. His atrocities, his make up and his background were enough to provoke massive hatred from the masses in Sindh. Zia’s repression of the Sindh was no less than the brutalities of British colonialists inflicted upon the mass of the subcontinent and other colonies. All this unleashed a glorious movement of the Sindhi masses against the military dictatorship. Although this movement had significant nationalist overtones, fundamentally it was linked to the general class resentment against this regime.

The movement failed because the regime was able to foster ethnic and nationalist discord especially in urban Sindh and in other main cities and provinces of Pakistan. In Karachi the Pakistani state devised the instrument of the MQM, the Punjabi Pushtoon Ittehad, Islamic fundamentalists and other reactionary outfits to break the momentum of struggle that was developing along class lines.

Still the movement raged on. In such circumstances whenever national antagonisms coincided with class contradictions they became especially hot. According to the official figures 1263 innocent people were slaughtered by the army in rural Sindh while thousands more were injured. There are heroic episodes of resistance that have now become legends in Sindhi folklore. …

… In 1986 the movement in Sindh was actually the last nail in Zia’s coffin. …

… If we in Sindh should achieve “freedom” through the same phenomenon as in Bangladesh we may well get freedom from non-Sindhi capitalists, but we will be all the more cruelly exploited by Sindhi capitalists and landlords. These nationalists do not want freedom from poverty, misery, unemployment; they just want freedom to establish control over their own market where they could extract a huge surplus by squeezing the last drop of the workers’ blood.

The feudal landlords want freedom to exploit the peasants and working class …

… We will take revenge for the crime of partition of India through the formation of a Red Revolutionary Subcontinent. As Comrade Lal khan says, “The unification of the Indian subcontinent will be on a much higher plane than the 1947 Partition.” …

Communist Party of Egypt resumes open political activities

March 24, 2011 — People’s World — On March 15, the Communist Party of Egypt announced that after many years underground because of repression, it will be assuming open, public political activities once more. The announcement came after “an extensive meeting with all of its bodies” and was unanimous.

The original Communist Party of Egypt, the Hizb al Shuvuci al-Misri, had been founded in 1922 when Egypt was still a monarchy and very much under the thumb of British imperialism. The last king of Egypt, Farouk, was overthrown by an uprising of young army officers in 1952. Out of that revolution came the 14-year regime of Colonel Gamel Abdel Nasser, a radical nationalist who worked to break Egypt away from subservience to Western capitalist powers. In 1965, the Communist Party of Egypt merged into Nasser’s own movement, the Arab Socialist Union.

A number of former Communist Party activists dissented from this merger and formed their own independent journal, Al-Inisar (Victory), starting in 1973, which led to their re-founding the Communist Party in 1975. Under the governments of Anwar Al Sadat and Hosni Mubarak, the re-founded Communist Party of Egypt faced repression and was not allowed to run in elections. However, it did not disappear and did not abandon the struggle for democracy and socialism.

When the demonstrations against the Mubarak regime began earlier this year, the Communist Party of Egypt, working in unity with other left-wing dissident groups, quickly gained public visibility as a key voice in the secular opposition. Its February 1, 2011, proclamation read as follows. ….

Pakistani-Canadians: On Egypt

The Committee of Progressive Pakistani-Canadians congratulates the Egyptian people on their success in ousting the dictator Hosni Mubarak and salutes their heroic and historic struggle against dictatorship and for freedom, democracy and social justice.

Backed and supported by the US and other western countries the Egyptian regime, like many other Arab regimes – as indeed most of the governments in Pakistan – have served the interests of the rich internally and that of imperialism regionally.

The Egyptian armed services, just like those of Pakistan, receive well over a billion dollars annually from the United States, most of which ends up in the pockets of senior officers. The ties and cooperation between the security agencies of the US with those of Egypt – as with the security forces of Pakistan – are even closer. Along with you, we hope, these relationships will end.

The Saudi monarchy – the most reactionary, despotic and US-dependent of the Arab regimes – has also played a significant role in aiding and abetting undemocratic and unjust regimes in the region – including those of Pakistan.

Is There a Conflict Between Urdu And the Regional Languages in Pakistan?

“After the fall of Delhi and Lucknow, Lahore became the center of literature and Hyderabad ( Deccan ) the center of science and other subjects. There was (official) patronage in Hyderabad but no such thing in Lahore .” And still the language and literature of Urdu flourished here.

“And then came Independence. Now, we must keep in mind that all people love their own languages. So, when you raised the cry: ‘Urdu hai aur Pakistan hai / Yeh sharif admi ki pehchan hai.’ Naturally, this cry caused resentment among the people of these regions. And this we would call the imperialism of Urdu. This was a very wrong thing.”

“Now Urdu here cannot be the same as it used to be in Delhi and Lucknow. It will be the Urdu of Pakistan. To insist upon the Urdu of Delhi and Lucknow , to insist upon the same usage, and upon the same life, and to insist that this is the mark of patriotism, is wrong. The conclusion I derive from this is: Urdu ko Urdu kay doston say bachao! (save Urdu from its friends) Urdu flourished when it was free from the politics.
