Let us strengthen Pakistan
– Let us Unite to Uphold 18th Amendment including Devolution of HEC

As more and more information comes out in the waning days of Higher Education Commission (HEC), most Sindhis are shocked to know that out of ten thousands (10,000) foreign and domestic scholarships that have been distributed by HEC so far, Sindh received only 892 (http://ejang.jang.com.pk/4-7-2011/Karachi/pic.asp?picname=99.gif). This amounts to about one third of the number that Sindh would have received even if the NFC award rules were applied. There is no province/ state or ethnic group anywhere in the world that has suffered as much as Sindhis have when it comes to scholarship opportunities in Pakistan. Instead of defending an institution that has denied Sindhis their due share in educational opportunities for so many years, we should be demanding trial of those officials who were responsible for denying Sindh its due share in scholarships. It is doubtful that an agency of such dreadful performance should even be given a role of standard setting and quality assurance. The Government of Pakistan should seriously consider creating a new agency with proper representation from each province/ state to oversee the jurisdictions that 18th Amendment allows at the federal level.
Devolution of HEC – the constitution must be respected

The constitution must be respected. The federal govt. can provide scholarships, research grants, coordination facilities, advisory boards, but it cannot control the administration of universities as it is against the federal nature of the state. This is how it is throughout the world in US, Canada, Germany and other democratic federal states. Educationists must respect and support constitutional rule.

LAHORE, Feb 20: Constitutional, moral, legal and democratic rights of the Punjabi people are being usurped by the establishment, putting the integrity of Punjab in danger.
“Anti-Punjabi language forces within the establishment and anti-Punjabi mindset of the rulers are hampering enforcement of Punjabi as official, academic and legal language in Punjab,” said Punjabi Language Movement convenor Chaudhry Nazeer Kahut at a rally near Shimla Pahari on Sunday.
“The 150 years old undeclared and unofficial ban on basic education in mother tongue in Punjab be abolished and systematic cleansing of Punjabi language in Punjab be stopped. Punjab wants its mother tongue back. Punjabi children should be given basic education in their mother tongue just like the children in rest of the world.
The official discrimination against the mother tongue of 100 million people of Pakistan should be stopped immediately,” said a charged Kahut. …

NEW YORK, 14 Dec (IPS) – Poor defendants on death row, immigrants in unfair deportation proceedings, torture victims, domestic violence survivors and victims of racial discrimination – all these groups are consistently being denied access to justice while those responsible for the abuses are protected, according to a new report by the American Civil Liberties Union.
Jamil Dakwar, director of the ACLU Human Rights Programme, told IPS, “Access to justice is a fundamental human right and bedrock tenet of American democratic system – it was even codified by the Universal Declaration of Human Rights, which the U.S. championed 62 years ago.”
“Unfortunately, access to the courts and effective remedy have been severely curtailed over the last decade, especially for those who need it most,” he said. “It is time for our government and judiciary to recommit to respecting and promoting this essential right.” …

The envisaged purpose seems to accept the truth that despite the claims of modern, scientific, human-friendly development and globalisation, still some heinous human rights violations are the order of the day in some regions, while realising the universal truth that all humans without discrimination have equal rights to live and develop.
It seems that the UN and related bodies have bitterly failed to guarantee access to basic amenities for common people globally in general and the global south specifically. Even the achievement of the Millennium Development Goals (MDGs) seems a distant dream. …

Amnesty International Report 2010 – Millions of Pakistanis suffered abuses. Pakistani Taliban and other extremist groups targeted civilians and minorities throughout the country, while security forces used indiscriminate and disproportionate force and carried out suspected extrajudicial executions. In areas controlled by the Pakistani Taliban and allied armed groups, civilians faced severe abuses, including arbitrary arrest and detention; torture and other ill-treatment; a near total absence of due judicial process; stringent restrictions on freedom of expression and assembly; religious and ethnic discrimination; and violence and discrimination against women and girls. Violence against minorities increased, with the government failing to prevent attacks or punish perpetrators. There were no executions, although 276 people were sentenced to death. – Pakistan 28 May 2010 Christian minority member Fanish Masih, aged 19, was found dead on 15 September in Sialkot prison where he had been held in solitary confinement. Prison authorities claimed that he had committed suicide but his relatives reportedly noted bruises consistent with torture on his forehead, arms and legs. Three prison officials were suspended for negligence, but no criminal charges were brought against them.

Another sad tale of discrimination against Sindhis in Pakistani embassies

Here comes another heart-wrenching tale of discrimination against Sindhis in Pakistan’s embassies and the schools run by those embassies. I challenge any Pakistani to produce figures that could show if Sindhis are getting their due share (in proportion to their population) in Pakistan’s embassies and the institutions run by them.
Enough is enough! We have been demanding a fair and equitable representation of Sindhis, who contribute a substantial portion of revenues to Pakistan’s budget, for many many years. So far none of the past governments (except when Zulfiqar Ali Bhutto was Prime Minister) has taken any initiative to right this historic wrong bestowed on Sindhis by the exploiters.
Let us appeal to the present federal government that most Pakistanis claim is now run by Sindhis to take immediate steps to protect rights of Sindhis in Pakistan’s embassies and associated institutions. We must demand that the proportion of Sindhis in Pakistan’s embassies and schools must roughly be equivalent to their population within the next five years.
