Its not conspiracy theory it is a fact that Tori Bund was deliberately breached just for the reasons u mentioned, and without contemplating/ estimating the cost in terms of migrations, human suffering, loss of property, standing crops, infrastructure, diseases and post flood trauma, rehabilitation and sufferings like food shortage etc. whoever has done it has committed a crime. It must be probed properly through independent judicial commission constituted by Chief Justice of Pakistan.
