The Economic Times report: ISI hand in Taliban’s free-run in Pakistan’s Baluchistan

NEW YORK: Taliban has been given a free-run in Pakistan’s southwestern Baluchistan province bordering Afghanistan and its hardscrabble capital city of Quetta, which has been declared off-limits by Pakistani military to US predator strikes.

The outfit’s military chief Mulla Abdul Qayyum Zakir , ranked number two after Mullah Omar, and his men are operating with impunity in the high-desert landscape and Pakistan’s Inter-Services Intelligence ( ISI )) seems to be giving them a free hand, ‘Newsweek’ reported.

“They are coming and going in groups without end,” says a senior Quetta politician, an ethnic Pashtun.

“Whatever the Taliban is doing is supervised and monitored by the [Pakistani] intelligence agencies”, he said.

Old hands among the insurgents say it reminds them of 1980s Peshawar, where anti-Soviet mujahedin operated openly with the ISI’s blessing and backing, the magazine reported.

The free rein to the Taliban fighters, the magazine said comes at a time when the terror outfit is planning its biggest surge- Operation Badr, the spring offensive in Afghanistan, where it is hoping to push in every single cadre.

The magazine however said that the Taliban preparations were overshadowed by the America’s commando assault which felled the al Qaeda chief Osama bin Laden.

The assault has left Taliban cadres and commanders stunned, despondent and uncharacteristically worried, ‘Newsweek’ quoted Zabihullah, a senior Taliban adviser. “It conveys a message to all Taliban leaders that no one is safe”.

The new Taliban military chief 38-year-old Zakir, a former Guantanamo inmate who was released to Afghan authorities holds eight to ten meetings a day in Quetta’s teeming, impoverished ethnic-Pashtun neighbourhood trailed by half-a-dozen aides on motorcycles.

‘Newsweek’ said, thousands of Taliban slogans cover the walls in and around the dusty frontier town of Kuchlak, some 14 kilometres northwest of Quetta. “The Only Solution Is Jihad Against the Invaders,” says one. “Mullah Omar Is a Dagger Raised to Strike Each Occupier,” says another.

A local government councillor says the area’s mosques and madrassas are packed with insurgents in need of temporary lodging as they head back to Afghanistan. Way stations have been set up all over the region in rented houses, he says, and swarms of Taliban pass through town on motorbikes every day. Most carry Pakistani national identity cards. “They’re enjoying the hospitality of the ‘black legs’ [derogatory slang for the ISI],” he says. He worries that the local culture is being Talibanized.

At least 20 local madrassa students have disappeared, most likely to join the fight in Afghanistan, he says, and Taliban backers are even trying to stop the traditional music and dancing at weddings. “‘How can you sing and dance when we’re dying?’ they tell us.”

A senior intelligence officer says he’s heard that Mullah Omar considers this year an important test for Zakir. “Our emir is giving Zakir a chance to prove himself,” he says. “If he does well, he stays; if not, there are others who can take over.”

Of course, no one has seen Omar since he fled into the mountains on the back of Baradar’s motorcycle nearly 10 years ago. And Zakir might do well to remember what happened to Osama bin Laden.

PTI plans sit-in

KARACHI, May 12: Pakistan Tehrik-i-Insaf announced on Thursday that it would stage a sit-in at the Native Jetty, near the sea port, on May 21 and 22 against military supplies to Nato forces in Afghanistan and the US drone attacks on Pakistani soil.

PTI Sindh president Naeem-ul-Haq told a press conference at the Karachi Press Club on Thursday that PTI chairman Imran Khan and leaders of other parties would address the sit-in participants.—PPI

QUETTA: The autopsy report of a woman who was among the five suspected Chechen terrorists killed in Quetta on Tuesday, reveals that she was pregnant at the time she was shot dead.

Express 24/7 correspondent Shehzad Baloch reports that the autopsy which was carried out at the Bolan Medical Complex in Quetta, revealed  the woman, who is yet to be identified by authorities, was shot 12 times. The report also reveals that she was seven months pregnant. No bomb-related injury has been found on her body.

Autopsies on the remaining four bodies is under way….

…. Primarily, religious education must be transformed. Religion taught civilisation but, unfortunately, religious beliefs ended up as being the single factor of rift and division among mankind. Its misinterpretation has created fanaticism and intolerance, lethal for coexistence. The Muslim youth has been brainwashed to do away with the present life, treat it as worthless and instead prepare for life in the hereafter. The easy shortcut to paradise is jihad and becoming a martyr with a guaranteed passport to heaven. This kind of indoctrination should be banned and the state should ensure modern education to such groups.

Secondly, there seems to be a dire need for ijtihad (religious discourse and debate), on many Quranic ayaat (verses) and ahadith (sayings of the Prophet (PBUH)) prone to misinterpretation. The clergy has been selective while interpreting a few ayaat and ahadith in the background of time and space but ignoring the parameters of others. They allow Muslim males to marry Christian or Jewish females as being ahl-e-kitab (followers of the divine books). Simultaneously, they emphasise that yahood-o-nasara (Jews and Christians) are the archenemies of Islam. They do not consider the time and space of such sayings. They do not press the Prophet’s (PBUH) teachings such as “Lakum deenukum waliya deen” (unto you is your religion and unto me is my religion). A political will can reverse this process, as whenever the state planned and took the clergy onboard, they came out with the required ayaat and ahadith to serve the collective purpose — population and drug controls are good examples.

Third, the electronic media must be regulated to filter out hate speech and indoctrination through provocation. The Hamid Gul brand of think tanks should be advised to retire for good. They should go for perpetual prayers to prepare for the life hereafter. Fourth, the defence forces should be purged of alleged disgruntled individuals, and they should be respectfully retired to civilian life, away from sensitive strategic decision-making. Fifth, those who believe in peace and coexistence should not be blamed as being enemy agents and, instead, should be taken onboard in decision-making. Sixth, the perpetual fallacy that Pakistan is in danger from external enemies must be shunned. We need to repair our home. Dangers lie within, not outside. Prolonged issues and conflicts with religious and ethnic minorities must be addressed with a mindful strategy. Lastly, we need to unlearn our sense of superiority and learn to live and let live in peace with all countries including Afghanistan, Iran, the US, India and even Israel. Otherwise, we are bound to be either isolated and in trouble from vengeful forces or land in the morass of self-pity for good.

Obama Sees ’67 Borders as Starting Point for Peace Deal

WASHINGTON — President Obama, seeking to capture a moment of epochal change in the Arab world, began a new effort on Thursday to break the stalemate in the Israeli-Palestinian conflict, setting out a new starting point for negotiations on the region’s most intractable problem.

A day before the arrival in Washington of Prime Minister Benjamin Netanyahu of Israel, Mr. Obama declared that the prevailing borders before the 1967 Arab-Israeli war — adjusted to some degree to account for Israeli settlements in the West Bank — should be the basis of a deal. While the 1967 borders have long been viewed as the foundation for a peace agreement, Mr. Obama’s formula of land swaps to compensate for disputed territory created a new benchmark for a diplomatic solution.

Mr. Obama’s statement represented a subtle, but significant shift, in American policy. And it thrust him back into the region’s most nettlesome dispute at a time when conditions would seem to make reaching a deal especially difficult.

The Israeli government immediately protested, saying that for Israel to return to its pre-1967 borders would leave it “indefensible.” Mr. Netanyahu held an angry phone conversation with Secretary of State Hillary Rodham Clinton on Thursday before the speech, officials said, in which he demanded that the president’s reference to 1967 borders be cut.

Israeli officials continued to lobby the administration until right before Mr. Obama arrived at the State Department for the address. White House officials said he did not alter anything under Israeli pressure ….

Punjab cancels six US aid agreements

LAHORE: Pakistan’s most populous province has cancelled six aid agreements with the United States in protest over the US raid that killed Osama bin Laden, its law minister said on Friday.

Pakistan hailed bin Laden’s death as a big step against militancy but was incensed by the raid in a garrison town not far from the capital, saying it was a violation of sovereignty.

The operation severely strained already uneasy ties between the United States and Pakistan, whose cooperation is needed to stabilise Afghanistan.

“We have cancelled six MOUs (memorandums of understanding) with the United States in the fields of health, education and solid waste management,” said Rana Sanaullah, Law Minister of Punjab, the country’s political nerve centre. …
