1. South Korea has practiced a policy of proportional development. Under this policy, for every infrastructure development in urban area, proportional development has taken place in rural areas with objective of providing regional balance and therefore reducing the need of urban to rural migration.
2. USA has practiced affirmative action with objective of a balanced regional growth. In early days rural electricity cooperatives and other similar actions were taken to ensure that rural areas are not left behind. Check out: http://www.nreca.org/
In sixties more formal affirmative actions were taken to ensure that citizens were not left behind regardless of race. This effort helped african americans in urban areas but had a very significant impact in rural south as well.
3. In this context, the work of the United Nations Public-Private Alliance for Rural Development (UNPPA) is important. It is focusing on rural development with objectives of encouraging economic and social advancement; promoting collaboration and cooperation; and reviewing the results of such efforts by the international community.
It is recognized that “Accelerated rural development is essential to reducing poverty and promoting better standards of life for much of the world’s population. The Millennium Development Goals (MDGs) cannot be achieved unless rural poverty is urgently reduced. National and international partnerships can be a powerful influence in helping to achieve these improvements. THE BOTTOM LINE IS THAT WE MUST HAVE A GOVERNMENT WHICH IS COMMITTED TO FAIRNESS IN THE FEDERATION OF PAKISTAN. IT MUST IMPLEMENT POLICIES OF BALANCED URBAN AND RURAL DEVELOPMENT. IN THE MEANTIME, IT WILL BE CRUEL TO STOP RURAL POPULATION FROM MIGRATING TO URBAN AREAS FOR THEIR ECONOMIC WELFARE.
