Excerpt of Naseer Memon oped published in Sindhi Daily Kawish on the issue of controversail local govt. law

Creation of Metropolitan Corporations

· Government will create Divisional Head Quarter of Karachi, Hyderabad , Sukkur, Larkano and Mirpurkhas as Metropolitan Corporations But Karachi Metropolitan will be consist of five districts [Note: only Karachi is different from all other Metropolitan all other metro will be consists of only one district while Karachi five]

According to 1998 census MQM has only majority in two districts out of five. If Karachi Metro consists of five District Councils then MQM can have control on only two district councils and they cannot even win mayor ship of Karachi Metro! So MQM knowingly using this Ordinance created Karachi Metro based on five districts instead of 18 towns.

· Union Council boundaries with in the Metro area cannot stretch into any Talku or town

Please note that this doesn’t apply to Town boundaries, there are 5 districts and 18 towns are in Karachi. 18 towns were created in dictator Gen. Musharaf period gerrymandering so that MQM elect their Mayor. It was not possible before since out five districts MQM can only elect two districts only.

This also shows that Karachi is different from other Metro areas.

· Through this ordinance Mayor and Chairman have authority to remove encroachment and maintain peace using Criminal Procedure Code 109, 133, 143, 144 and 145 under the Police act of 1861 and under section 30A-34B. Also they have section 144 under their authority.

Using this authority MQM Bulldoze any Sindhi area, do not allow any political rally and activity, remove any flood relief camps etc.

· Using their financial resources councils have authority to create any new department

Obviously only Karachi and Hyderabad has revenue to create any new department. We already had seen how MQM created city police by recruiting its entire party worker. Rest assured how will these departments server the city.

· Using this ordinance Deputy Commissioner office becomes irrelevant and all the powers are transferred to Chief Officer, who reports to Metro Government. Only revenue matters left to DC office but Karachi will be different again.

Now you can imagine how MQM will utilize Chief Officer Office.

· Financial grant of Metro based on its financial needs, revenue potential and revenue generation

In other words since Karachi and Hyderabad generate most the revenue hence they need more money and rest of Sindh will go to hell. There is no parity for poverty which considers in federal divisible pool.

· Using this Ordinance there are many departments moved to Metro area but most consequential are primary education and fisheries

If Karachi metro can regulate primary education it means the small number of Sindhi medium school running will be closed and there will be no new sindhi medium school will open. Also fisheries department transferred to Karachi Metro mean they will regulate all the harbors where majority of Balochs and Sindhi currently works. They will also not allow any new fishermen housing society in future.

· Military dictator Gen. Musharaf police Ordinance only reactivated in Karachi only, rest of Sindh will still in 1861 act

Anwar Memon: A Leader and Friend of Sindhi Community

All those who knew Anwar Memon are truly saddened by his untimely departure from among us. May God rest his soul in peace and give us all enough strength to bear the loss of this great friend of Sindhi community!

I have personally known Anwar Memon for more than 55 years. Being a friend and admirer, I always looked Anwar with respect since our days at the Government High School in Hyderabad. Anwar’s impersonation of SaeeN Bashir Qureshi (who was a great teacher with the high hopes that his lethargic students who would one day become scholars of Persian) was legendary in our school. No matter how much down one felt, hearing Anwar impersonate SaeeN Bashir Qureshi made us forget all your sorrows and filled us with laughter and smiles. As the fate would have it, I followed him to Cadet College Petaro in 1960. There, apart from sharing common bond as having our homes in the same city (Hyderabad), we also became roommates in his final year at Petaro (1963) and came to know a lot of good and some not-so-good things about each other. In Petaro, Anwar belonged to the Jinnah House for first few years and then joined the newly created Shah Abdul Latif House. He was considered by most cadets as a leader without stripes. Although he was not an appointed section/House leader, he commanded more respect of all the cadets than most of other cadets who had formal stripes. After passing the Intermediate Examination from Cadet College Petaro, Anwar joined Sindh University Engineering College [now called Mehran University of Engineering and Technology (MUET)] in Jamshoro. I after passing the same examination from Petaro joined another Engineering college in Karachi, Sindh. But as we were meant to meet again, I transferred to Sindh University Engineering College in late 1965, where Anwar had been elected as the President of Student Union. He was very influential and highly respected by both students and faculty. He was instrumental in helping me in couple of troublesome situations. After receiving Bachelor’s degree, Anwar landed a very prestigious job with one of the leading Petroleum Company and was envy of many of his colleagues and friends.

They will present the Case of Sindh and how the mega dams of Mangla, Tarbela and as well other structures on the Indus have devastated lowest riparian Sindh’s economy; In spite of this new dams are still being planned without Sindh’s permission.

Sindh and Balochistan’s Issues are not the same as in the Islamic Republic of Punjab

Interview of Naseer Memon was conducted by “DUNYA” TV in the aftermath of a large gathering addressed by President Asif Zardari.

Excerpt of Interview;

The interview was conducted by “DUNYA” News Tv in the aftermath of a large gathering [Benazir’s aniversary rally in Garahi Khuda Buksh made PTI-Imran’s tsunami seen like a wall of jelly] addressed by President Asif Zardari in Garahi Yasin, near Larkano in Sindh. The interviewer wanted to know whether or not other political parties are making any headway into the minds and hearts of Sindhis. Naseer Memon sahib, as you can see in the video explains that people should not be misled by the number of people attending political gatherings. As the previous elections have shown that in Sindh and the rest of the Pakistan, the size of vote banks is not the same as the size of crowd attending a political rally. Often people attend the rallies of one political party but do not vote for them. Also, Sindhis may criticize PPP on not delivering on some of its commitments, it does not mean that they will not vote for it.

Memon sahib says that things that excite people in Punjab like Nuclear bombs and religious supremacy are not the main concerns of Sindhis. He adds that most Sindhis think that it is the expenses associated with nuclear bombs and military that are keeping people of Pakistan under poverty. He challenged the interviewer to find even one writing by a Sindhi intellectual that would praise ZAB’s words that “Pakistanis will eat grass but will make a nuclear bomb” even though otherwise he is considered one of their greatest hero. Naseer also points that most Sindhis want a secular form of government as the large minorities of Hindus, Christian and others live peacefully in Sindh. They are least excited by slogans of Islamic  state.

Commenting on the performance of PPP in Sindh, he said people are quite angry because of the decaying of infrastructure (roads, bridges, transportation, etc.) and education and health services outside of Karachi. They abhor increasing corruption of PPP officials and want a quick end to it. He also criticized poor response of the government to recent floods in Sindh. He concluded that people are asking these questions from PPP. He warns PPP that they should not take Sindhi people’s grievances lightly lest they may be left with no Sindh card.
