A man with nerves of steel

By Sadia Qasim Shah

PESHAWAR: Five years full of nerve-testing situations, tight security barriers, chilling death threats, social isolation (as others considered him a security threat to themselves) and apparently even the cold-blooded killing of his only young son seem not to have broken the spirits of the 55-year-old Mian Iftikhar Hussain, the spokesperson of the former Khyber Pakhtunkhwa government which had opposed the terrorists and successfully rescued the Swat Valley from falling into their hands.

“One should never lose hope,” says Mr Hussain in an exclusive interview with Dawn, with his typical serene smile and composed demeanour, showing no sign of bitterness even after losing his seat in May 11 general elections.

Mr Hussain doesn’t show he is a broken man, though he is going to observe third anniversary of his sole son who was targeted by the Taliban.

The man who as a spokesperson of ANP government emerged as a bold voice against the terrorist conglomerate called Tehreek-i-Taliban Pakistan (TTP) spent sleepless nights finding a way to express his innermost thoughts and agony after his only son Mian Rashid Hussain, only 26, was killed by Taliban to teach Mian Sahib a lesson.

Terrorism in Pakistan: A View from Moscow

By: Andrei Volodin, specially for RIR

Russia should make every effort to help recover the pattern of civil society in Pakistan by supporting the role of political parties, civil groups and any organisations that aim to fight terrorism.

Terrorism has grown into probably the most destructive phenomenon in today’s Pakistan. The sorrow list of victims of terrorist attacks is expanding rapidly, going up from 164 casualties in 2003 to 40,000 in 2011. According to official data, damage suffered by the country from 2000 to 2011 exceeded $70 billion.

The official government acknowledgement of terrorism as the main threat to the unity and integrity of Pakistan has proved unable to reverse the situation as terrorist efforts retain their momentum.

The sources of terrorism in Pakistan are usually linked to the policy of Islamisation of the country by General Muhammad Zia-ul-Haq (years in office: 1977 to 1988). An important element of the then emerging terrorist activity was Pakistan’s direct involvement in military actions in Afghanistan and the actual creation of the mujahideen units, who after the end of the military actions rose to prominence as a military and political force first in Afghanistan and then in Pakistan.

The government and society at large have no clear understanding of the strategy and tactics of fighting terrorism. The point of view of George Friedman, a U.S. analyst, is that Pakistan is losing its “trajectory into the future.” This opinion is underpinned by the increasingly chaotic social and political life in Pakistan, the army’s involvement in domestic processes, the poorly regulated government economy and the inability of political parties to set up adequate political life for more than five years. This “institutional vacuum” is inevitably filled up by other organisations, in case of Pakistan, terrorist structures.

Experts often describe Pakistan as a “pendulum state,” meaning the country’s typical alternation of military and civil government. However, following the resignation of Pervez Musharraf and with certain influence from the US, which disrupted the usual cyclicality, this constraint of political struggle was withdrawn from the political process. As a consequence, Pakistani parties were made even more fragile and unpredictable in their actions. There are basically personal problems that are substituting the existing controversies in the diverse social and political programmes of the Pakistan People’s Party, on the one hand, and the Pakistan Muslim League, on the other hand.

Senior ANP leader Bashir Bilour martyred

PESHAWAR: Senior Minister Khyber Pakhtunkhwa Bashir Ahmed Bilour passed away in Peshawar’s Lady Reading Hospital after doctors failed to resuscitate him. He was critically injured in a suicide attack in Peshawar, Geo News reported.

The blast also left 9 others dead and 17 injured, sources said.

Both the personal secretary Noor Mohammed as well as the SHO, Sattar Khan were killed on the spot while 18 others were injured. According to hospital sources, Bashir Bilour was brought to the hospital in critical condition and was unconscious.

Sindh nationalist parties to observe Nov 30 as ‘black day’

By Hassan Siddiqui

Karachi: The nationalist parties of Sindh have announced to observe PPP’s formation day (November 30) as ‘black day’ and lodge protest during the president’s address in Sindh Assembly.

Awami National Party, Functional League and opposition parties have agreed to support the protest. Moreover, chief PML-N, Nawaz Sharif has phoned Chairman Sindh Bachayo Committee (Safe Sindh Committee), Jalal Mehmood Shah and assured him of complete support on the issue.

The protest of nationalist parties seems to be against the controversial local government ordinance in the province.

ANP to oppose Kalabagh dam construction to “their last breath”

During court proceeding on Thursday, Chief Justice LHC Umar Ata Bundial remarked that as it is a question of national interest, the court would definitely order in favour of the dam’s construction.

LAHORE: The Awami National Party (ANP) announced on Thursday that it would oppose the construction of the controversial Kalabagh Dam to “their very last breath”, DawnNews reported.

ANP spokesperson Zahid Khan told DawnNews on Thursday that the dam was a conspiracy for national destruction and the Lahore High Court (LHC) should remain careful while making any decisions on the matter.

Khan said that the ANP would offer the same sacrifices again as it did in its fight against terrorism.

The construction of the controversial hydroelectric dam, proposed to be built at Kalabagh in Punjab’s Mianwali district, is a thorny political issue likely to fuel further tension between Punjab and the provinces of Sindh and Khyber Pakhthunkhwa.

The Lahore High Court is currently hearing petitions for the construction of Kalabagh dam, which is believed to be able end the country’s power crisis.

During court proceeding on Thursday, Chief Justice LHC Umar Ata Bundial remarked that as it is a question of national interest, the court would definitely order in favour of the dam’s construction.

(SPLGO) 2012 is an apartheid act passed without due process

By: Khalid Hashmani, USA

My view we diaspora Sindhis should let everyone in Sindh, Pakistan, and rest of world know that (SPLGO) 2012 is an illegal act passed without due process and that it denies historic rights of Sindhis. For the time being, we should play a crucial role in creating awareness about this ill-conceived scheme among the following two groups:

1. Tell the heart-less PPP Assembly members that their action is a serious blunder which will hurt coming generations of people who live in Sindh and that they must go back to the Sindh Assembly and vote to withdraw this foolish regulation. We must make it clear to them that if they do not that as soon as possible, Sindhis will neither forget nor forgive them for this act of betrayal.

2. Create awareness in the general public of Sindh that (SPLGO) 2012 law undermines Sindh and will divide various ethnic people living in Sindh and keep rural Sindh under the shackles of poverty and dominance by urban and rural waderas/feudals. If PPP does not move fast to dismantle (SPLGO) 2012 immediately, we should play our role in encouraging them to vote for any one but PPP.

In doing so we must not align ourselves with any political party or a grouping of political parties. Our (SANA) actions should be transparent and inclusive and any appearance of supporting any faction must be avoided at all costs.

There are several actions that we can take but in the immediate future – for one we should call and write to PPP members to take immediate action to dismantle the ill-conceived action they took. We should also call other political and NGO leaders, writers, poets, teachers, student leaders, social writers, intellectuals, professors and other leading persons in Sindh and urge them to start and strengthen the movement to have one uniform system of local bodies in Sindh and restore equal rights for everyone who lives in Sindh.

I believe the above simple but focused actions will take enough of our time and encourage people of Sindh to rise on this critical occasion to force immediate annulment of (SPLGO) 2012.

Excerpt of Naseer Memon oped published in Sindhi Daily Kawish on the issue of controversail local govt. law

Creation of Metropolitan Corporations

· Government will create Divisional Head Quarter of Karachi, Hyderabad , Sukkur, Larkano and Mirpurkhas as Metropolitan Corporations But Karachi Metropolitan will be consist of five districts [Note: only Karachi is different from all other Metropolitan all other metro will be consists of only one district while Karachi five]

According to 1998 census MQM has only majority in two districts out of five. If Karachi Metro consists of five District Councils then MQM can have control on only two district councils and they cannot even win mayor ship of Karachi Metro! So MQM knowingly using this Ordinance created Karachi Metro based on five districts instead of 18 towns.

· Union Council boundaries with in the Metro area cannot stretch into any Talku or town

Please note that this doesn’t apply to Town boundaries, there are 5 districts and 18 towns are in Karachi. 18 towns were created in dictator Gen. Musharaf period gerrymandering so that MQM elect their Mayor. It was not possible before since out five districts MQM can only elect two districts only.

This also shows that Karachi is different from other Metro areas.

· Through this ordinance Mayor and Chairman have authority to remove encroachment and maintain peace using Criminal Procedure Code 109, 133, 143, 144 and 145 under the Police act of 1861 and under section 30A-34B. Also they have section 144 under their authority.

Using this authority MQM Bulldoze any Sindhi area, do not allow any political rally and activity, remove any flood relief camps etc.

· Using their financial resources councils have authority to create any new department

Obviously only Karachi and Hyderabad has revenue to create any new department. We already had seen how MQM created city police by recruiting its entire party worker. Rest assured how will these departments server the city.

· Using this ordinance Deputy Commissioner office becomes irrelevant and all the powers are transferred to Chief Officer, who reports to Metro Government. Only revenue matters left to DC office but Karachi will be different again.

Now you can imagine how MQM will utilize Chief Officer Office.

· Financial grant of Metro based on its financial needs, revenue potential and revenue generation

In other words since Karachi and Hyderabad generate most the revenue hence they need more money and rest of Sindh will go to hell. There is no parity for poverty which considers in federal divisible pool.

· Using this Ordinance there are many departments moved to Metro area but most consequential are primary education and fisheries

If Karachi metro can regulate primary education it means the small number of Sindhi medium school running will be closed and there will be no new sindhi medium school will open. Also fisheries department transferred to Karachi Metro mean they will regulate all the harbors where majority of Balochs and Sindhi currently works. They will also not allow any new fishermen housing society in future.

· Military dictator Gen. Musharaf police Ordinance only reactivated in Karachi only, rest of Sindh will still in 1861 act

ANP to file petition in SC against Sindh-government

ISLAMABAD – Awami National Party (ANP) has decided to file a petition against Sindh government for non-implementation of Supreme Court’s ruling in Karachi-unrest case. Sources said ANP’s counsel Iftikhar Gilani has started preparing the petition and will file it in the Supreme Court next week.

The petition will support the stance that the Sindh government has deliberately been indifferent to the verdict of the apex court in Karachi, Sindh, sou motu case and has not implemented it, sources added.

The petitioner will stress upon the notion that all the office-holders of the Sindh government are creating hurdles in the way of peace in Karachi, Sindh. He would state that certain high-level political personalities are backing the criminal elements in Karachi such that workers of some political parties are involved in extortion.

The petitioner is expected to state that political influence dominates Sindh police and the authorities hire the ‘ favorites’ in the department.

Protests against local govt law in Sindh enter second day

The Awami National Party (ANP) and National Party had earlier announced their separation from the provincial government last month in protest against the issuance of the new local government ordinance.

KARACHI- SINDH: Protests in interior Sindh entered their second day on Tuesday against a new local government law passed by the Sindh Assembly the previous day.

According to reports, protesters torched several cars while a wild goose chase ensued between police and the protesters at some locations. Sindhi nationalist parties had called for a strike when the Chief Minister of Sindh, Syed Qaim Ali Shah announced the bill to be presented for approval by the provincial assembly. The Pakistan Muslim League – Nawaz (PML-N) had also supported the call for the strike.

One person was killed Monday in the violence that occurred during the strike in Nawabshah, where the Sindh Bachayo Committee appealed for a strike. The activists of nationalist parties continued to stage demonstrations on Tuesday at various locations in Nawabshah.

Nawabshah – which is also the hometown of PPP chairman President Asif Ali Zardari – witnessed the most intense protests during the province-wide strike call, which seemed to have little effect on Karachi.

At least 740 killed in Karachi in five months: HRCP

KARACHI: Ethnic, sectarian and politically-linked violence in Pakistan’s financial capital Karachi has killed at least 740 people so far this year, a human rights organisation said Tuesday.

Parts of the port city have become battlegrounds, with authorities unable to prevent violence blamed on activists from political parties representing rival ethnic groups.

“About 740 people have been the victims of violent shootings in the last five months,” Zohra Yusuf, chair of the Human Rights Commission of Pakistan (HRCP), told AFP.

The HRCP said last year a total of 1,715 people were killed in violent flare-ups in the city, which is Pakistan’s biggest with an estimated population of 17 million.

Mohajir Sooba (Jinnahpur) conspiracy is a new occupation in the 21st century. A big NO by the people of Sindh to this occupation.

By: Comments of Sindhis on facebook

A big “fitna” (trouble) is raising its head as some former MQM legislators, Rabita Committee members and others have addressed a press conference and demanded a Mohajir Province (Jinnahpur). This is indeed a recipe for disaster in Pakistan. A big trouble ahead that will result in unprecedented bloodshed, which will not have different results than in Sri Lanka. The foolish demand is not only Alarming but could be a lethal as well because the fascist city group is a culprit as they have facilitating these efforts only for the sake of power or rather because the Master is same .

Why MQM can not learn from mistakes of others? Why they would insist on dividing people instead of bringing them together?

This is tantamount to a new occupation in the 21st century…!!!… occupations result in glory for the occupiers & slavery for the occupied.. .the people of Sindh prepare themselves to say a big NO to this occupation …

Though we know the history’s course is brutal and painful. It doesn’t give SUBSIDY (wazeefo) to indigenous people of Sindh (Sons of the soil). Tomorrow may all fascist groups will join each-other for their SHARE (BOTTY) pushing Sindhis into isolation. Now  days it is impossible to crush aboriginal, indigenous people. Take the example of Vietnam, Iraq, Afghanistan, Cyprus, Kashmir and we have a long list to go on. Sindhis are the real and true sons of Sindh soil and let me assure you that  nobody can snatch our mother land.  yes, NOBODY. But I agree that JANG WADEE AAHEY SABHNEE KHEY QURBANI DIANI PAWANDEE.

PPP can’t afford to be hand in glove with the MQM in this conspiracy… international forces may push the MQM to do this to weaken the state of Pakistan. But the occupation of Sindh by the fascist city group is not so easy. It does not come by drawing maps. The capital city of Sindh, Karachi is inhibited by the people, belonging to each ethnicity in Pakistan. The MQM should be most worried from the deep state of Punjab than Sindhis. Majority of the population in Karachi belongs to Punjab and Pakhtunkhwa, who are otherwise well organized and have major economical interests in the city. Besides, Sindhis (the real sons of soil), MQM will have to face a lot from such ethnic population. We feel that the drama of division of Sindh is being staged by the deep state influenced by Punjab elite forces and the agencies, so as to create unrest in Sindh and at the same time garnering support against the creation of Seraiki province in Punjab.

During a research paper writing on ‘ethnic conflict in Sindh and democratization of Pakistan’ (thanks to Shuhab Usto for his intellectual input) an Urdu speaking (and a proud Sindh lover) asked a question ‘ Do you know why a little town of Khartoum took too many days to get captured by Anglo-Egyptian garrison and why a huge city Damascus was surrendered in hours to French forces?’- I kept quit and humbly requested the great social scientist, town planner and historian to explain. He said because Khartoum’s water line (river systems) was complicated and Damascus water lines (river systems) were simple to invade and capture. Then he confidently told me that please don’t be defensive while fighting/ arguing/ debating the case of Sindh’s integrity and sovereignty. He taught me that those who lives with this foolish and wishful thinking that the capital city Karachi shall be separated from rest of Sindh don’t forget that the principle flow of water of Indus to Karachi is like Damascus’s water supply.

This is a precious time to organize a mass campaign to mobilize the public opinion towards a united stand that ‎”There is no Sindh without it’s capital city Karachi. If we don’t for Sindh, we don’t fight for any thing else. Sindh will not be divided – not half n half, not 60-40, not 75-25, nothing. Full stop.”

A section of the venomous media viciously preaching, spreading and spewing venom against the Unity, Integrity and Oneness of Sindh!

Mar weisuun, mar weisuun, para Sindh na ddeisuun” “Fighting for Motherland, we shall lose our lives certainly, Never shall we forsake ‘n abandon our beloved motherland surely!

By: Dr. Ahmed Makhdoom

First of all, let me translate this beautiful Sindhi write-up of a verdant, valiant and vibrant daughter of Mother Sindh, Sorath Bashir in a ‘simple’ English language:

“A section of the venomous electronic and print media have been viciously writing, showing, preaching, spreading and spewing venom against the Unity, Integrity and Oneness of Sindh! Sadly, no Sindhi, child of Mother Sindh, seems to be STANDING UP to condemn, reproach and decry these lecherous and venomous attacks, thunderous diatribes and systematic brainwashing shamelessly conducted by some vicious and virulent  TV Channels against the wholeness and holiness of Glorious Land of Sindh! Oh where have those Sindhi nationalists gone, who used to burn copies and bundles of their own Sindhi Newspaper, only because the newspaper published less news or just few Reports about the pedigree and personality of these so-called nationalist leaders? Oh yes, where are those self-proclaimed, self-seeking Sindhi nationalist leaders who used to torch the offices of the party when his party talked about two ‘provinces’ in the age-old united, harmonious and sovereign land of Sindh? Oh woebegone, where are those ‘filial Sindhi Nationalists and educated and knowledgeable worthy Sindh-loving Civil Society?”

Very well said Niyaannee, my daughter, Sindh’s daughter, Saainni Sorath Bashir! I have also been saying, writing and preaching the same thing and playing the same sweet tune for years.

ANP senators protest pro-army demo in Islamabad

By Asim Yasin

ISLAMABAD: The Senate on Monday echoed with protest over the pro-military demonstration held in Islamabad which the ANP senators saw as a conspiracy against the civilian government and military.

The ANP senators questioned who the demonstrators were and who gave them permission to hold demonstrations to instigate institutions to mutiny against the democratic government.

On a point of order in the Senate on Monday, ANP Senator Haji Adeel raised the issue saying that a few people with the banner of the ‘Amn Committee of Inter-religion Harmony” were raising slogans such as “Step forward Pakistan Army, we are with you’ and “General Kayani is necessary.” Such slogans are a conspiracy not only against the armed forces but also against the civilian government, Adeel said. “Who are these people, what is their purpose and why were the CDA and Traffic Police facilitating them,” he said. …

Najam Sethi ringing alarm bells – by Dilshad Chandio

– Najam Shady ringing alarm bells – Dilshad Chandio

On wednesday night ( September 21st, 2011) in his show, Najam Sethi alluded to a joint ghairat brigade assault on the PPP govt given deteriorating relations with America on the Haqqani network issue. His analysis went thus: the US exasperated by the lack of will to take on the Haqqani network by the Pakistanis will do an intensive strike – drone or otherwise – in North Waziristan.

According to Sethi (known as shady by those who have known him a long time!) this will create a massive uproar by the media, most political parties and even the judiciary. There may be an incident (according to NS), say, in a massive demo outside the US embassy, which will trigger massive unrest. The fallguy in all this will be the PPP govt and Zardari in particular. Sethi also stated that the entire process will be controlled/manipulated by the army. He also stated that ANP will go along with N League once the chorus starts and join the right wing coalition. Also MQM will make a familiar volte face and join the side that appears more powerful. …

Army wants Rangers’ operation to continue

– By Shamim-ur-Rahman and Baqir Sajjad Syed

KARACHI/ISLAMABAD: Chief of Army Staff Gen Ashfaq Parvez Kayani was briefed on Wednesday on the overall security situation in Karachi, an ISPR press release said.

The COAS, who visited the Corps Headquarters here, was also briefed on the flood situation in Sindh and the rescue and relief efforts being undertaken by the army.

A delegation of notables from the business community of Karachi also called on Gen Kayani and apprised him of their concern over effects of the law and order situation on business and industrial activities in the city.

Corps Commander Lieutenant General Muhammad Zahir ul Islam also attended the meeting.

Anticipating an early end to Karachi operation, the army has cautioned the government that the city could once again descend into lawlessness if special powers for Rangers were withdrawn.

“Progress in Karachi is reversible and operation being conducted by Rangers must continue,” a military official told Dawn on Wednesday.

He was speaking after Gen Kayani attended a briefing in Karachi on the ongoing Rangers’ operation against target killers, extortionists and terrorist groups.

The government has already said it will not extend the operation beyond the mandated period. It appeared from conversation with some military officers, who attended the briefing, that the government could end the operation prematurely and again hand over the responsibility of maintaining peace in the city to police, citing improvement in situation.

The army is, however, not ready to trust the city’s police, which is considered to be highly politicised and lacking the capacity to effectively act against all terrorists. …

Army Gives Clear Deadline to Settle Karachi Issue

– By Aijaz Ahmed

IH Exclusive Report

The cat seems to have finally come out of the bag after dilly-dallying and procrastination of about three months as military top brass has issued a clear cut deadline to the struggling and fragile political government both in the center and the province to settle Karachi issue by 30th October, sources in the power corridors have revealed with complete confidence and authority.

Zardari-Kayani meeting, a file photo

This scribe saw fear on the faces of many in the ruling structure, and heard certain whispers in the parliament lobbies and pathways of other buildings on the power map of Islamabad ever since the military spokesperson issued a statement on Karachi issue in very awkward manner that put already weak government under further pressure. The fear appeared to have increased manifold the day Army Chief had a detailed meeting with president Asif Ali Zardari at the Capital Hill of Islamabad.

The follow up event, which was none other than the corps commanders’ meeting, was an additional factor due to its unusual end as no formal statement was issued against the normal practice for the last so many years. The footage issued by ISPR was also evident of the fact that the military top commanders were looking grim and worried over the situation of Karachi. The military hierarchy seemed to be under pressure more so as a large number of the common Pakistanis and almost all analysts of high stature consider army leadership responsible for the situation due to its clear-cut support for MQM, a creation of General Zia ul Haq.

The latest deterioration in the situation in Karachi appeared to be due to the multiple factors with the political interests of MQM remaining at the top. The worsening situation has alarmed every one as the situation strengthened fears about the very survival of Pakistan. Many among the political forces, traders, and even liberal intellectuals who have been posturing neutrality are very much disappointed in the present political dispensation and have demanded the deployment of Army under Article 245 of the Constitution.

Only two rival political parties, PPP and PML-N were still resisting army action due to certain reasons. However army was looking reluctant to accept the responsibility, but at the later stage the thinking appeared to have changed and an indication of will was given by Army Chief himself few days back. In this scenario the army chief had a one to one meeting with the president. The insiders having close relations with both presidency and the GHQ are of the view that the army chief has conveyed sentiments of his colleagues in the army to the civilian government. Sources from both sides confided that the October 30th has been given as deadline with a clear-cut message that ‘if the situation does not improve and issues are not addressed then we will address Karachi issue in our own way’. The message, according to the sources, has spread fear among the top party leadership as this is not only a message for an action in Karachi, but also an indication of distrust over the competence and abilities of the civilian government to deal with the situations, sources maintained. The action will not remain confined to Karachi only, the government at center and the provinces will be sent back home was the actual message between the lines, sources added. ….

SINDH – KARACHI: MQM Chief Altaf Hussain has addressed his supporters and the media in a televised press conference.
