We lost half the state territory in 1971 and the other half is threatened by varied internal and external threats. But our state policy continues to reflect the same old duality: employing the security apparatus and building the artefacts of nationalism.
Though our economic team is busy mending the torn deal with the IMF and the military and political leaderships are busy with their US counterparts to reset the button of the Pak-US cooperation shut by the Abbottabad operation, a well-calibrated nationalist fever has touched new heights. The joint parliamentary resolution talks of cutting off NATO/ISAF supplies; the Punjab government has denounced foreign aid, of course without explaining how it would run the foreign-funded projects given the poor health of its finances; the ‘patriotic’ brigade is calling for ending relations with the US and opting for China; and Imran Khan is out staging dharnas (sit-in protests) against the Pak-US alliance on the war on terror.
Yet no one has come up with a blueprint of our national policy dealing with the war on terror and the myriad socio-political crises, using the ‘rare’ national unity that has come about in the wake of the US Abbottabad operation. The same old trick is being played upon us that the monarchs, generals and populists have played in history: using nationalist sentiments to hide rather than resolve national crises. We must avoid this trap because nationalism could be both a reality and an artefact. Let us pick up a few lessons of history to make this point.

It was embarrassing enough for the people of Pakistan to find out that Osama bin Laden was living in their midst for years. Even more shameful was the realization that their politicians are incapable of questioning the security apparatus of the country. The masses rallied and protested and faced hardships for months to kick General Pervez Musharraf out of power. They voted the Pakistan People’s Party, the most widely-based and allegedly liberal party to power, believing that democracy has been restored.
Though the leader of the government, President Asif Ali Zardari has been blamed for everything going wrong in the country and is regarded as a corrupt individual, until now there has been a perceived upside that Pakistan is being led by an elected government and not a military dictatorship.
This illusion of so-called civilian supremacy silently burst like a bubble when the head of the ISI, General Ahmad Shuja Pasha, and the Chief of Army Staff Ashfaq Parvez Kiyani were called before the parliament to answer for their incompetence related to the May 2 raid on Osama bin Laden’s compound. The agenda was to inquire about the U.S. attack and why the state security apparatus was unaware of Osama bin Laden’s presence.
But what happened during the closed door meeting revealed once again that the real power in Pakistan still lies with the army and the ISI, not the politicians.
It had been suggested that heads would roll, the foreign aid and the big chunk of national budget that the army receives would be scrutinized. The parliamentarians dropped the ball again and lost another opportunity to exert their authority over other institutions of the state. Once again it became clear who really runs Pakistan.
The last time a civilian government had an opportunity to put the army in its place was in 1971, following the Pakistan army’s defeat in the war that led to the loss of East Pakistan, which became Bangladesh. Zulfikar Ali Bhutto, Pakistan’s then-president and founder of the Pakistan People’s Party, got off to a promising start by placing former dictator General Yahya Khan under house arrest. He re-organized the Pakistan Armed Forces and boosted the military’s morale. But Bhutto also restored their hubris. Years later, his own appointed Army Chief, General Zia ul-Haq, would overthrow Bhutto’s government and send him to the gallows.
During Zia’s 11 year rule, the Russians invaded Afghanistan and withdrew. The army grew so strong that even after Zia’s death in a plane crash, the new chief of the military did not allow the democratically elected Prime Minister, Benazir Bhutto, to tour the country’s nuclear facility. She was labelled anti-Pakistan and an American agent.
It is ironic to witness that the opposition party, the Pakistan Muslim League (Nawaz), which was created with the support of the army to counter the PPP’s popularity, is now asking the tough questions about covert operations and the finances of the military.
By snatching defeat from the jaws of victory, Pakistan’s ruling party, Bhutto’s PPP, is losing its chance to demonstrate leadership and moral authority. They failed to hold the army accountable for the thousands of civilians and security officers killed in the war on terror in Pakistan. They did not press the chief of the generously-funded army to explain how OBL could have lived in a military garrison town for six years.
These are the same parliamentarians who extended General Kiyani’s tenure. The same parliamentarians who extended ISI Chief General Pasha’s tenure. The boastful parliamentarians who had promised to leave no stone unturned roared like lions for the cameras but behaved like lambs behind closed doors.
It was reported that opposition leader Chaudhry Nisar tried to deliver a speech during the question and answer session, only to be snubbed by General Pasha in front of a full house. Pasha claimed that he ‘knew’ why he was being targeted by the opposition leader, alleging that Nisar had asked him for a personal favor, which he, as DG ISI, refused to extend. An embarrassed Chaudhry Nisar was said to have been taken aback as Pasha continued with his ‘counter-attack’.
Then the tail furiously wagged the dog. General Pasha reportedly offered to resign. Rather than demanding that the ISI chief step down immediately, apparently the parliamentarians did not accept his resignation.
The state run television channel could have returned to its heyday of running prime time programming that kept the country glued to their sets by recording that “closed door” meeting to broadcast later as a drama — or farce.
Some idealistic Pakistanis hoped that the U.S. would finally question the secretly played “double game.” After all, the U.S. supported extensions of Kiyani’s and Pasha’s tenures, claiming that keeping the chiefs in their positions would help to continue the war on terror in an orderly fashion. The U.S. abandoned the people of Pakistan by siding with the army once again, pledging support and failing to attach any strings or conditions to the military aid it provides.
Cowed by Kiyani’s and Pasha’s brazen displays, Pakistan’s parliament passed a resolution that drone attacks should be stopped and that the operations like the one carried out on May 2nd won’t be tolerated in future.
The parliament has an obligation to explain to the public not only how and why Osama bin Laden was living in Abbottabad, but why the Taliban continues to carry out its bloody operations, and why al Qaeda leaders have been given safe haven. The risk of allowing these questions to remain unanswered is that the military will gain more strength over the civilian government.
The parliamentarians who are supposed to represent the people of Pakistan abrogated their responsibility for the sake of staying in office for few more months, while at the same time making it clear who the country’s rulers truly are.

On 9th May 2011, a quarter page advertisement in color appeared on the front page of daily “Jang” on behalf of veteran politician Haji …., currently running a Qabza group in Rawalpindi, and Islamabad. The ad read that all those ridiculing the army and the ISI were following the agenda of the enemies of Pakistan. The ad contained basic mistakes but had cost millions.
On 11th May 2011 a rally was organized in front of the parliament in Islamabad in support of the army and the ISI in which some children from government schools and a few workers of Capital Development Authority(CDA) carried placards and raised slogans in favor of the army and the ISI. The rally began at a time when Mian Nawaz Sharif was about to announce his party’s stand on the Abbotabad incident and ended when Nawaz Sharif ended his press conference. Interestingly the children did not know why they were brought to the venue and the leader of the rally a labor leader of CDA …. said that he himself arranged the rally. Some of the slogans written on the placards were” We love ISI” “Pak army zindabad” and “ISI zindabad”
…, Haji … and children of a model school chanting slogans in support of ISI would definitely raise the morale of our premier intelligence outfit.
Who paid for the costly ad and who arranged the rally is not difficult to understand.
In conclusion, the chains of repression referred to by Zamir Niazi are no more there yet the invisible ones targeting human weaknesses, stronger and more addictive have come all the way to enslave a large part of our media.
It also appears that today, armor and infantry, artillery and air defense, radars and aircraft are no more relevant as the external threat appears irrelevant to our security establishment.
Media management and manipulation, TV channels and FM stations ceremonies and rallies, eavesdropping equipment, lobbying and campaigning, psyops and propaganda comprise the new hardware and software quite relevant to our valiant armed forces for countering an internal as well as the external threat.

Civilian leaders and the United States put pressure on the beleaguered generals
AMERICA’S killing of Osama bin Laden on May 2nd brought with it a rare chance to ease the Pakistani army’s unhealthy grip on the country’s domestic and foreign affairs. The generals have floundered since the raid in Abbottabad, unsettled by accusations of complicity with bin Laden or, if not, then incompetence. It has not helped that video clips show bin Laden apparently active as al-Qaeda’s leader in his last years.
Pakistanis cannot agree what is more shocking, that bin Laden had skulked in a military town so close to the capital, Islamabad, or that Americans nipped in to kill him without meeting the least resistance. Either way, they know to blame the humiliated men in uniform. Columnists and bloggers even call for army bosses to fall on their swagger sticks.
Ashfaq Kayani, the now sullen-faced head of the armed forces, and his more exposed underling, Ahmad Shuja Pasha, who runs the main military spy outfit, the Inter-Services Intelligence directorate (ISI), are unused to such cheek. Their spokesmen have fumbled to come up with a consistent line. They have claimed both that Pakistan abhorred America’s attack and helped to bring it about. Army inaction on the night was because someone forgot to turn on the radar, or because it only worked pointing east at India. And General Pasha would, and then certainly would not, fly to America to smooth things over.
That disarray gave elected leaders a chance. Neither President Asif Zardari nor Yusuf Raza Gilani, the prime minister, deludes himself that he is really in charge. Nor do outsiders. Just after they had killed bin Laden, the Americans first telephoned General Kayani, not the president. In the past year both Generals Kayani and Pasha have had their spells in office extended beyond their usual terms, without a squeak from the brow-beaten civilians.
The armed forces scoop up roughly a quarter of all public spending and large dollops of aid, with no proper oversight, says Ayesha Siddiqa, a defence analyst. They also run big firms, employ over 500,000, grab prime land for retired officers, set foreign and counterterrorism policies and scotch peace overtures to India. They are racing to expand a nuclear arsenal beyond 100 warheads—Pakistan will soon be the world’s fifth-biggest nuclear power and has been a chief proliferator.
Civilian silence thus spoke volumes. Rather than try to defend the army, both elected leaders found pressing needs to be out-of-town. …

ISLAMABAD: PML-N Chief Nawaz Sharif refused to attend Friday’s in-camera joint session of the parliament in protest against the increasing role of the ISI and army in politics.
During Friday’s in-house session,the army chief is due to brief the legislators on the U.S. strike in the Garrison city of Abbottabad and answer their questions.
The military command is said to be taking this parliamentary briefing a lot more seriously than the one it had given about the Swat operation two years ago.
Although Sharif is not a legislator, he was especially invited by the Prime Minister to attend Friday’s briefing. However, the PML-N chief said he declined the invitation, adding that Pakistan will not be able to progress unless the role of the ISI and Army is restricted.
As mentioned in a previous report published in The Express Tribune, the military command is expecting a barrage of sharp questions from the political leadership, most notably the opposition led by PML-N’s Chaudhry Nisar Ali Khan, during the course of the briefing.
Chaudhry Nisar Ali Khan gave a fiery speech this Tuesday, accusing both the military and civilian leaders of incompetence and deceiving the Pakistani people, demanding an independent national commission to investigate the events of May 2, when a US special forces unit killed al Qaeda leader Osama bin Laden in a ‘black’ operation in Abbottabad.
The PML-N chief, who demanded a judicial inquiry into the Abbottabad security failure, said he is ready to extend his three-day deadline if the government agrees to consider his demand.
Nawaz Sharif, who came under attack after his brother Shahbaz Sharif secretly, met the army chief, assured that there will no more be such secret meetings in the future.

– Nawaz Answered Government’s SOS & Rushed Back to the Country; Osama’s Death & Civil-Military Row; Who Asked Mark Siegel to Publish Write Up by Zardari?

Islamabad: The May 2 Abbottabad operation, which resulted in the discovery and murder of world’s most wanted terrorist, Osama Bin Laden at the hands of US Navy SEALs has brought the civil-military relationship in Pakistan to a new low. The mistrust between the two has increased manifold. It is feared that the imbroglio may end up in the pack up of another democratic dispensation.
Observers are unanimous that the country’s civilian leadership was stunned at the news and couldn’t respond quickly to it but they are really surprised at the response or the lack of it by the military leadership. They feel that the military hierarchy’s behavior was quite perplexing. They were remarkably silent and seemed quite oblivious in the first few days after the US operation as if nothing had happened. Later they mishandled the issue in the media and attempted to undermine the political leadership. That raises concerns of the people about junta’s intentions towards the democratic government.
Sources in the power corridors have confided to this scribe that the civilian leadership is taking many questions into account so as to regroup and formulate a counter strategy. Every single move by the army chief and other military top men is being minutely watched and analyzed. The civilian leadership is quite unhappy over the recent statement of top ranking military leadership regarding the government in its post Osama briefing to media and anchorpersons. The address of Army Chief General Kayani to Garrison Officers at three top cantonments has also caused concern amongst the civilian leadership through which an impression was given that the civilians are ineffective and it is they who are making damage control efforts despite a huge understanding on the issue between the President, Prime Minister and the Army Chief, sources maintained.
The civilian leadership sincerely intends to control the damage but for many reasons it is clueless and directionless, sources observed adding that every effort of independent inquiry was thwarted and blocked by the military, thus an inquiry under Adjutant General has been constituted. How come a serving subordinate will be able to conduct an independent inquiry against his immediate bosses, asked a sitting minister however adding that everybody will have to wait for the outcome of the inquiry being conducted by army itself.
On the other hand civilians are trying to get answers of many questions including the one that whether or not they have been ditched by the intelligence networks. The people also want an answer to the question if OBL’s presence in Abbottabad was in the knowledge of the relevant agencies and military leadership.
Meanwhile, sources observed that a sizeable number of the civilians seriously believed that they have been ditched. A serious question is being raised in view of the recent statements by some neighbors pointing out that when they heard the blast after the helicopter crash, they tried to approach OBL’s compound but they were stopped by some guards speaking Urdu.
These statements, in view of some sources, clearly indicate that an earlier report carried by Indus Herald that some soldiers were provided for outer cordon was correct. This also indicates that a section of Pakistani establishment knew about a US strike, but they might not be privy to the details of the proceedings.
A section of media and politicians are also looking for an answer to the question that if the operation was done in total dark and without a prior information of Pakistan, then how come the people who have been arrested after the operation from the compound did not escape although they got at least 15 minutes before the arrival of any Pakistani security personnel? Hamza bin Laden is believed to have taken the advantage of the time gap and ran away from the scene as reported by the British media is quite a good evidence in support of the above argument.
The president and the other PPP leaders wanted an independent inquiry to be held, but they had to accept the decision by military leadership as desired by Army Chief sources said adding that the powers that be asked civilians to stay away from the damage control efforts and they will be the ones who will be responsible to take on the situation and control the damage, but the situation deteriorated with every passing day. However, the military leadership was not happy with the way some TV channels sparked debate and took them to task with strong words and allegations of incompetence and negligence.
It is also said that the president has been advised that besides the inquiry announced by the military leadership, an independent parliamentary inquiry commission with presence of opposition leader Ch. Nisar, and some of the top retired judges must be set up. However, the sources observed that the government would be packed up if such an inquiry were established. It is also believed that the president is willing to set up such an inquiry with Army Chief and other military leadership on board.
Meanwhile, a section of media is probing an allegation that the officers in KPK were asked not to leave their station and stay in before the operation and all mobile phones of the uniformed officers were blocked on May 01. However this story has not been confirmed by any reliable source.
On the other hand, sources in the PML-N have confided to this scribe that Mian Nawaz Sharif responded to a May-Day call by the government through unconventional means and rushed to Pakistan. The government wanted to block Ch. Nisar’s cynical criticism. Mian Nawaz Sharif on the first day of his top leadership meeting strongly supported the idea of a demand of resignation of both Army Chief and the ISI Chief, a demand that didn’t get much response earlier. He according to the sources has assured the PPP that any attempt to subvert the Constitution and dislodge the civilian rule will be resisted with full force. At a press conference after the two-day PML-N meeting Mian Nawaz Sharif rejected the inquiry set up by military and demanded a Judicial Commission to look in the matter. He severely criticized the military establishment. ….

– Though there was nothing against him in the Hamoodur Rehman Commission Report, Mr Bhutto preferred to keep it firmly under lock and key. Reason: He did not want the report, a comprehensive and devastating indictment of the Pakistan’s armed forces, to come in the way of his grandiose plans to rehabilitate and revive on a grander scale the demoralised and defeated institution. But then, in a matter of five years, he was made to pay with his life for setting up the commission of enquiry.
Next, when Mohammad Khan Junejo set up a commission to enquire into the Ojhri camp scandal, it did not take long for General Ziaul Haq, the then army chief and country’s all-powerful president, to send him home most unceremoniously.
And when, after the Kargil debacle, the talk of subjecting General Musharraf to a court martial started making the rounds in the corridors of power, Musharraf hit back by ousting Prime Minister Nawaz Sharif in a manner most unbecoming of a soldier.
So, perhaps the present coalition government has advisedly agreed to let the Army conduct its own investigation into the failure of the ISI to track down Osama bin Laden and the violation, for more than an hour, of our air space by US helicopters on May 1-2. One does not know if this seemingly astute approach of the elected government would in the final analysis save it from meeting the fate of its predecessors who acted otherwise. And what was Chief of Army Staff (COAS) General Kayani trying to achieve by going on a lecture tour of three garrisons on the same day the prime minister was making a supposed policy speech in the NA? Was he trying to upstage the PM? Was he trying to tell the nation that his institution is a separate entity from the govt? Why did he do it when the need of the hour is to speak with one voice? He should have been there in the parliament galleries listening to the PM’s speech (most probably the handiwork of an ISPR copy writer rather than that of a political speech writer) to convey the impression that everyone in the country is on the same page.
But then, strangely enough, while the chief seemingly tried to distance himself from the government, he sought the help of parliament – help to save the institution from the wrath of the people at large who, no matter what spin one gave to the May 1-2 incidents, have been persuaded by the media that Osama was living untraced right under the nose of our security agencies and that US helicopters violated our airspace undetected and unchallenged. …

The fact remains that Imran Khan has always been the establishment’s twelfth man — called upon to field as needed. He claims that the establishment cannot buy him, but do they need to? He has always volunteered for them and it is no different this time.
The citizens of Hayatabad, Peshawar, have finally breathed a sigh of relief after the two-day long sit-in organised by the Pakistan Tehreek-e-Insaaf (PTI) has ended. Whether NATO supplies were halted because of this so-called protest remains moot, but life in one of Peshawar’s largest residential districts was certainly brought to a grinding halt by the chapli kabab-fed 5,000 people herded from outside the city by the PTI and various sectarian and religio-political parties allied with it. The idea, ostensibly, was to block one of the delivery routes through which the NATO forces in Afghanistan are supplied, thus forcing the US to halt its drone attacks. ….
…. To this end the deep state is trying to stir up hysteria against the US, through Imran Khan and his ilk and, in the process, build pressure on the PPP and ANP et al to fall in line as well. By letting the twelfth man warm up now, the establishment wants to elbow out Mian Nawaz Sharif — whom they mistrust deeply — as potentially the next premier. They know that a savvy politician like Mian sahib may actually play ball with the US, against their diktat.
While milking the Saudis for funds, and allowing mercenaries to be recruited for the Gulf, the establishment is getting its domestic ducks in a row, in preparation for a showdown with the US over its Af-Pak endgame. What can serve them better in this than a conglomerate of the martial law’s perennial B team like the Jamaat-e-Islami, pro-jihadists like Sami-ul-Haq and assorted opportunists? The twelfth man has always hoped that the establishment will grant him the political test cap one day. His hypocrisy may actually earn him the captaincy of the junta’s ‘B’ team this time.

In a glaring example of cynical, reactionary and unprincipled politics, Punjab CM Shahbaz Sharif the other day demanded that Sindh be divided and Karachi be made a province. His statement justifiably created furore in Sindh and the parliamentary parties including PPP, MQM and ANP as well as other politicians and activists swiftly condemned the unimaginative and unscrupulous statement by the PML-N leader.
The PML-N government and Punjabi nationalists seem to be under considerable pressure as the demand for a separate Siraiki province is gathering momentum in southern Punjab but this was most crooked and uncalled for response that could ever come from anyone with even the slightest political wisdom. PML-N leader was obviously trying to get back with the PPP. It may be noted that PM Gilani has suggested the creation of a new province in southern Punjab and PPP manifesto committee is deliberating to make it a part of the PPP manifesto for next elections.
No Sindhi would have any objections if Shahbaz Sharif, other PML-N leaders and Punjabis as a whole turn into nationalists but all the Punjabis and others should understand that Sindh and PPP are not ONE and the same. They are two separate entities. PML-N can’t and shouldn’t get back with the PPP by hurting Sindh. It must agree or disagree with the Siraiki people’s demand for a separate province with the force of arguments and not by playing tit for tat, conspiratorial and ugly politics.
PML-N should also realize that with this kind of politics they will be completely routed out from Sindh and their aspirations to become a “national” party or to form next government will die for ever.
Do they understand that this is exactly what PPP co-chairperson Asif Ali Zardari wants the PML-N to do? Are they willingly falling into the trap set by Zardari ..? Do they realize that with this kind of politics, they will forever become a Central Punjab party? Are there any sane elements in PML-N who would rein in Shahbaz Sharif and the likes of him in their party? Guess not. Good luck to them on their journey to doom.

Anyone who has tuned into a talk show or read an opinion piece in the last few weeks knows that the ghosts of the old IJI are dyeing their hair, whistling into the mirror and preparing to come out of retirement. The parade of news stories involving ISI plans to cobble together an alliance of different political parties to rout both PMLN and PPP in the coming elections is unending. The usual suspects that have frequently been mentioned are PTI, MQM, JI, PMLQ, PML-F and JUI-F.
Great political leaders of the Pakistani people such as Altaf Hussain and Imran Khan have decided to bury the hatchet (along with the Scotland Yard investigations) and have vowed to work together from now on. Weather vanes like Maulana Fazlur Rehman and Peer Pagara have been active, and pointing towards the direction of the wind.
Pakistanis are used to the quick leaps, somersaults and pole vaults which are a characteristic feature of the lucky Irani circus which is our politics. But even hardcore supporters were left babbling by the strange noises that come screeching out whenever Imran Khan has tried to speak recently. There had been rumors of Imran Khan meeting with the American ambassador, General Pasha and General Kiyani for weeks. PTI has been denying these rumors suspiciously noisily with understandably counterproductive results.
As new details are coming to light, few will believe the depths being plumbed by some in our media and politics. Asia Times Online writes:
“In the second week of March, Khan held a long meeting with the US ambassador in Islamabad, Cameron Munter. A few days later a major shift in his politics surprised many. Khan produced a statement supportive of MQM policies despite formerly filing a money laundering case against MQM leader Altaf Hussain in a British court.
A prominent Urdu media commentator of right-wing leanings, who is close to both Khan and army chief Kiani, arranged a series of meetings between the two which eventually led to a consensus around Khan becoming the next leader of the country.”

This brings us to the role of Haroon Rasheed, the one-man propaganda machine of the army and a suitable alternative to ISPR in case of downsizing. Balancing his gushing and embarrassing adulation of the military boot, Haroon Rasheed has made promoting Imran Khan a personal cottage industry, often in the same breath.
Just to illustrate the point, here is a recent display of pro-army douchebaggery (Jang, April 16th, 2011). Haroon Rasheed takes the politicians to task for everything wrong under the sun and salutes the army for smacking the Kerry Lugar Bill away, shooting down drones, interrupting the NATO supply lines, kicking out CIA agents and completely distancing the army from politics.

Pakistan Muslim League –Nawaz (PML-N) leader Makhdoom Javed Hashmi said he wanted party chief Mian Nawaz Sharif and Punjab Chief Minister Mian Shahbaz Sharif to apologize to nation over their past mistakes.
Addressing National Assembly (NA) here with Deputy Speaker Faisal Karim Kundi in chair, he said a doctorate degree was required to fully comprehend the politics manifested by President Asif Ali Zardari.
Stung by the pang of conscience on siding with General Ziaul Haq in his government, Hashmi said he sought pardon from nation, National Assembly and the future generations, urging all the politicians including Sharif brothers to do the same.
‘I am ashamed of being the part of Ziaul Haq’s cabinet,’ said Hashmi.
He further said, ‘The country will fall apart if we do not seek pardon from the nation.’
Commenting on Zulfiqar Ali Bhutto, PML-N leader said, ‘I think the national history has not witnessed a leader greater than Zulfiqar Ali Bhutto.’
Hashmi said he wept at the assassination of Mohtarma Benazir Bhutto after the demise of his parents.

Dar resigns as deputy chief of commission

ISLAMABAD: In what appears to be a face-saving move, Senator Ishaq Dar of the opposition Pakistan Muslim League-N resigned on Wednesday as deputy chairman of the Parliamentary Commission on Implementation of 18th Amendment.
In a five-page letter to Prime Minister Syed Yousuf Raza Gilani, Senator Dar cited differences over the devolution of the Higher Education Commission (HEC) and transfer of assets and services of federal employees to the provinces as the main reasons for his decision.
Last week, the PML-N senator found himself in a difficult situation when reporters took him on during a news conference with the chairman of the commission, Senator Raza Rabbani, for defending the planned HEC devolution which was against the stance of his party. “I am not responsible for everybody in the party,” he said at the time. …

Communication infrastructure, domestic tourism, undiluted provincial autonomy and bonding through the workplace play a vital role in the integration of a nation. Pakistan’s national integration has suffered immensely because these factors have never been crucially important to our leadership. Pakistan’s communication infrastructure is primitive, domestic tourism is non-existent, provincial autonomy only receives lip-service and bonding through the workplace is totally missing except in the armed forces. Uniform development across the country over the past sixty years would have solidly integrated the Pakistani nation but that did not happen due to absolute incompetence, poor leadership and corruption at all levels. The price Pakistan is paying for its neglect is in the shape of an internally disjointed nation forced to suffer the present-day indignities in the shape of terrorism and insurgency.
The political and military establishment must now understand that the military potential of any country is multiplied manifolds when it is backed by a nation that is well-integrated. An integrated nation can cover up for military shortfalls but military strength cannot cover up for the shortfalls of a nation that lacks integration and cohesion. The Soviet Union’s break-up in 1991 is an example that amply illustrates this aspect. Pakistan must, therefore, accord top priority to uniform development throughout the country in order to have a nation that can back its enviable military potential in a solid manner; if not, then all will be lost.
Nawaz Sharif deserves the credit for initiating the modern communication infrastructure of Pakistan that is so essential for the integration of a nation that lives in a country as big as Pakistan. The launching of the Lahore-Islamabad motorway by Nawaz Sharif in the early 90s was a huge step in the right direction. If the process had been initiated decades ago Pakistan today would have been a very cohesively integrated nation. …

Government Judiciary Row-II, Reopening of Bhutto Case, a Test For Independent Judiciary; Presidential Reference May Become a Source of Political Re-alignments

The president’s move to submit a reference for reopening of Zulfikar Ali Bhutto case at Supreme Court under Article 186 of the Constitution of Pakistan has sparked a new debate and certain questions have been raised including a million dollar question that where will Punjab stand? Undoubtedly, the move is a clever one, and will serve the government and the Peoples Party in many ways. One aspect of the reference is seen as an effort to mend fences with the higher judiciary as in the reference, president has shown his full confidence in the Supreme Court. Secondly it will on one hand give the higher court an opportunity to correct a historic mistake and on the other hand it will force the judiciary to admit blunders committed by judiciary itself exposing the nature and extent of injustice even at the highest judicial level. The favorable decision will also help in bringing the pro dictatorship elements in the establishment under scrutiny that have been in connivance with judiciary and civil bureaucracy against democratic leadership.
In case the present judiciary fails to correct a historic injustice to Bhutto family and the PPP, the onus will be shifted to the judiciary and the anti judiciary elements in smaller provinces particularly in Sindh will justify their sentiments, said a PPP insider, adding that: ‘we always remain victim of the establishment-judiciary nexus and this is the time for both to taste some hot waters. If the historic mistake was not corrected now, the reputation of the present independent judiciary will wither away and that will be more dangerous to the already fragile federation’. …

Who would do such demonstrations in such heat [otherwise]? The police is shoving us, for what? For a foreigner? For Raymond Davis? He caused such bloodshed in Lahore and ran away to his home. See what is happening with Afiya Siddiqui. Nobody has such justice. We have all come out on the streets. Our homes have curtains too. Our women also do purdah. But when revolution requires it, every person in the home comes out on the streets. [To off camera supporter] Am I lying? I’m saying the correct thing, right? Everyone comes out. It was not surprising that the Chief Justice of Lahore High Court did not even entertain an application against the release of Raymond Davis. If it was Sherry Rehman who had been acquitted from some trumped up charges, I wonder they would have taken suo moto action suspending the acquittal decision.
The ISI-CIA’s deal should highlight one thing to our TV channels and their anchors. The establishment and the ISI work very closely with America, more closely than the PPP government. And the judiciary works very closely with the establishment. If you are someone like Salmaan Tasser, who is not liked by the establishment, you risk losing your life and Islamic law would be cited in favor of the killer. But if one is really a CIA agent, “true Islamic law” is observed and he is released after paying money from a slush fund.
Would all TV anchors concede that all their anger at either the government or Americans misses the biggest link; the security establishment which has been and continues to be the biggest protector of American interests in Pakistan. If they have some ‘ghairat’ and true courage, they should interview Gen. K~~~i and Gen, Pa~~~a and ask questions about the nature and the extent of CIA’s operations in Pakistan and billions of dollars of arms purchases, their rationale, and their purchase mechanism, and commissions paid and received. These ‘super patriots’ should also be asked if they don’t want drone attacks, why don’t they shoot them down? But can they do that with the F-16s bought from their masters in Washington? It is about time we face the most bitter fact: the security establishment cannot protect national interests because it has compromised them by its old and huge dependence on American money and arms. Would people like Kamran Khan, Talat Hussain, Kashif Abbasi, Shahid Masood, and the rest of their colleagues ever muster the courage and acknowledge that or would continue to mislead the people of Pakistan?

‘Davis released in accordance with Shariah law‘
ISLAMABAD: Federal Minister for Information Dr Firdous Ashiq Awan said on Wednesday that Raymond Davis was released after the payment of blood money (Diyat) in accordance with Shariah Law.
Speaking on or show on PTV, she said that it was the federal government had already taken the stance that the matter would be decided by the court of law.
She said that according to the settlement, the families of the Lahore shooting victims pardoned Davis, after receiving the blood money.
The minister said that the Raymond Davis case was registered and carried out in the Punjab court and Punjab law minister Rana Sanaullah verified the settlement as well.
“If he speaks against his own party’s policy or decision, It was his legal right”, she remarked. …
