Sindhis should join Imran Khan – Tehrik-e-Insaaf?

There is a discussion on Sindhi e-lists! It is quite eloquent. However, much of what is being stated has very little to do whether or not Sindhis should vote for Imran Khan and his Taheek-e-Insaf party. The arguments about love, fear, freedom, and slavery are mere generalities that could support or oppose the subject. Although, the manifesto of Tahreek has been substantially generalized as it now appears on their website, I had written a note after visiting their website in May 2007.

I ask the proponents of the suggestion that is arguing that Sindhis should support Imran Khan to provide arguments as to how Tahreek-e-Insaf and Imran Khan have changed since May 2007 except that there now only talk in generalities and foster Pakistani identity. We should recognize the fact that his political party Pakistan Trek-i-Unsafe (PIT) does not have a Sindh-friendly manifesto and it doesn’t recognize historical rights of Sindhis within their existing national territory.

ISLAMABAD: Publication of a secret memo asking Washington for help reining in the Pakistani military further ignited a scandal Friday threatening Pakistan’s US ambassador and exposing the rift between its shaky government and the country’s powerful generals.

The ambassador, Husain Haqqani, has denied having anything to do with a memo delivered to the US military chief asking for help with the military because of the domestic turmoil triggered by the US raid that killed al-Qaeda founder Osama bin Laden.

The ”memogate” scandal is adding to pressures on the already deeply unpopular government.

Some analysts have speculated that President Asif Ali Zardari himself could be in danger if charges that he signed off on the memo gain traction.

”The target is not me, the target is President Zardari and Pakistani democracy,” Haqqani said.

Though Pakistan has a civilian president, the military retains vast political and economic power.

It has ruled Pakistan, directly or indirectly, for most of its six-decade existence, and fiercely resisted attempts by civilian leaders to curb its role. …

Read this quote to a young Pakistani, and it would almost instinctively be identified as coming from the country’s Islamising military dictator, General Ziaul Haq: “Pakistan came into existence as a country because of Islam and the Islamic beliefs of its founders and citizens.” Ziaul Haq expressed the same thought but somewhat differently: “The ideology of Pakistan is Islam and only Islam. There should be no misunderstanding on this score. We should in all sincerity accept Islam as Pakistan’s basic ideology…otherwise…this country (will) be exposed to secular ideologies.” The first quote, however, comes from Pakistan’s latest media icon of ‘change’, Oxford-educated cricket legend Imran Khan who is finally gaining some traction in Pakistan’s treacherous political world after a fringe role for over 15 years.

Imran Khan’s personal memoir is replete with examples of how he represents a continuum in Pakistan’s non-secular establishment worldview while talking of change. Ziaul Haq’s fervent anti-secular admonishment quoted above was itself just an attempt to revive the religion-based nationalism introduced by an earlier military ruler, Field Marshal Ayub Khan. Ziaul Haq felt the secularists had gained ground in the aftermath of Pakistan’s division in 1971. His idiom of ‘change’, ‘accountability’ and disapproval for traditional politicians is uncannily similar to what Ayub Khan voiced in the 1960s and Imran Khan is articulating now.

Not to belabour the point, just compare the above quotes from Imran Khan and Ziaul Haq with this gem from Ayub Khan: “Such an ideology with us is obviously that of Islam. It was on that basis that we fought for and got Pakistan, but having got it, we failed to order our lives in accordance with it…The time has now come when we must…define this ideology in simple but modern terms and put it to the people, so that they can use it as a code of guidance.”

Imran Khan’s political views have obviously been shaped by the narrative of the military dictators under whom he grew up. He betrays an unusual tendency to believe popular conspiracy theories of the variety popularised by Pakistan’s hyper-nationalists, such as some groups of newspapers and the religious political parties, notably the Jamaat-e-Islami. He blames the Americans for most of what has gone wrong with Pakistan. The references to conspiracies starts almost at the beginning of the book with the mention of the assassination of the country’s first prime minister, Liaquat Ali Khan, on page 23 and the ‘mysterious’ air crash that killed Ziaul Haq on pages 124-125. At a time when an overwhelming majority of Pakistanis believes that 9/11 was part of an American conspiracy to justify attacking Muslim lands, Imran Khan’s predilection for conspiracy theories, though dangerous, might reflect the populist mood of the country.

Like others before him Imran tries to create a pseudo-intellectual justification for his anti-Americanism. He draws a parallel between the British rule in the subcontinent and the lack of sovereignty of British India’s princely states with the current relationship between Pakistan and the US. Ironically, Ayub Khan, towards the end of his decade-long regime had called on the Americans to be Pakistan’s “friends, not masters” and Ziaul Haq had complained days before his death about the US not allowing him space to reap the benefits of the anti-Soviet jihad in Afghanistan as part of the same national narrative.

On page 48 after criticising Pakistan’s English-medium schooling — of which he was a recipient for decades — and tying it to a form of neo-colonialism, Imran Khan states that in other post-colonial countries like India the government imposed one core syllabus on the entire country. A little research would have told Khan that this assertion is not true — there are two federal level systems (ICSE and CBSE) and every state in India has its own state board of education. Also, instead of doing away with English education or English schooling, India has helped deepen it further in the last six decades and benefitted from it. In a country with many languages, the English language has proved to be a unifying, not divisive, element. But such factual quibbles have little value for the ideological paradigm Khan embraces. Narratives get votes, facts do not.

Continuing with what he perceives as the long-term adverse impact of colonialism, Imran Khan also asserts that this has prevented people from wearing their traditional dress (shalwar kameez) and they continue to wear western dress (pg 51). There is no effort at determining what percentage of Pakistanis actually wore shalwar kameez before the advent of colonial rule or after independence. Had it been undertaken, Imran Khan would have discovered that in most of what is Pakistan today, various forms of dress, including dhoti or lungi (loose loincloth), may have been more common than shalwar kameez.

Imran Khan does not even attempt an anthropological or sociological inquiry while making sweeping claims. Culture for him is skin deep and depends on outward displays — what we wear or the language we speak — and not on core values and traditions. There is also no attempt to answer an obvious question: If Imran Khan is really so against the English language and education why has he published his book in English using a British publisher in London and not in Urdu through a Pakistani one?

While talking about the anti-Soviet Afghan jihad Mr Khan’s views resonate the views of Pakistan’s foreign and security establishments — that the mujahideen were created and funded by the Americans for their foreign policy goals and Pakistan was an unwilling victim (pg 70). That Mr Khan sympathised with the mujahideen and their views is apparent from his referring to them as “idealists” fighting for a “romantic” reason and stating that “jihad is a noble cause (pg 70).” His admiration for Gulbuddin Hekmatyar and Osama bin Laden too is evident when he refers to them as people “fighting foreign occupiers” and “sacrificing a life of luxury” (pg 72). Like the Pakistani military-intelligence establishment, Mr Khan preferred the 1980s arrangement between the ISI and the CIA to the post-9/11 arrangement. “However, unlike Musharraf after 9/11, Zia never allowed the CIA to spread its network within Pakistan. It was the ISI who trained the militant groups, funded by the CIA.” Pakistan’s sovereignty, he seems to be arguing, was protected by Zia but sacrificed by Musharraf though how the country could retain complete independence by allowing a foreign intelligence agency’s massive covert operation on its soil remains unexplained.

After declaring Islam as the basis of Pakistani nationhood, Imran Khan ventures into some discussion of the faith. But the only two Muslim scholars mentioned in his book are Shah Waliullah and Muhammad Iqbal, one with violent sectarian revivalist views and the other a modern-educated Muslim exhorting Muslims to find a new path in an era of western domination. Imran Khan does not seem to know how Shah Waliullah contributed to sectarian division in South Asian Islam by his opposition to heresies and his calls for war against the Shias. For the Oxford-educated cricketer, Shah Waliullah’s views enable him to claim that just as the Mughal dynasty declined because it was “degenerative and bound to decay” all the democracies in the Muslim world today are “sham democracies” and are bound to fall (pg 79).

Playing to the Islamist-nationalist gallery in Pakistan, Imran Khan goes on to argue for an Islamic state and implementation of shariah as that is bound to ensure a just democratic welfare state (pp 80-81). A cursory reading of the 1953 report by the Justice Munir Commission would have enlightened Khan on the problems of defining Islam for purposes of governance — a point that Ziaul Haq also occasionally cited as reason for his inability to complete Pakistan’s Islamisation. “Keeping in view the several definitions given by the ulema [people of knowledge],” the Munir Commission pointed out, “need we make any comment except that no two learned divines are agreed on this fundamental. If we attempt our own definition as each learned divine has done and that definition differs from that given by all others, we unanimously go out of the fold of Islam. And if we adopt the definition given by any one of the ulema, we remain Muslims according to the view of that aalim [learned scholar] but kafirs [infidels] according to the definition of everyone else.”

Although Imran Khan does not like him, his book is remarkably similar to the one by General Pervez Musharraf. Both books have a surfeit of self-praise. Musharraf attempted to portray himself as the school bully turned army commando turned self-proclaimed saviour of Pakistan. Imran Khan comes out as someone who lived a hedonistic lifestyle all his life but is now trying to make up for it. His love for his mother, pride in family roots, love for cricket and constant quotations from Iqbal seem all too contrived. His attempt to show how he may not have been an observant Muslim in his youth but has become one in later years is too self-serving.

Throughout the book Imran Khan is not only disparaging about Pakistan’s politicians but also about the field of politics (pg 82). One wonders how he plans to do well in a field that he hates so much. One of his many criticisms of Benazir Bhutto and Nawaz Sharif is that these individuals did not have enough political and administrative experience before they entered office and hence they were bound to fail. But then he acknowledges that he does not have any experience in politics but it would be akin to swimming where after jumping in he learnt on the job (pg 186). If that is the case then why could not others too learn on the job and do equally well, if not better? And if it is not possible to learn on the job and prior experience is a must, how would Imran Khan do better?

POLITICIANS are akin to bravado but, with scheduled elections in Pakistan still some 15 months away, can commentators predict the results with certainty?

Imran Khan`s Lahore rally forced many of us to acknowledge that he needed to be taken seriously. For, till he assembled that huge, and more significantly, diverse crowd, he was seen as no more than a joke, even if couched in all seriousness. It can also be said that many of us crave change but also carry within us the fear of ending up `out of the pan into the fire` as our desire hinges on the negative, on what we think we don`t want, rather than an embrace of a well-founded promise.

Regardless, some have already started to hail Imran Khan as the man destined next to rule our land.

Frankly, personally one doesn`t care who wins at the hustings as long as the exercise is free and fair with the national security establishment not striving for a `positive` outcome. All such efforts in the past have resulted in disaster.

But our establishment`s planners and handlers have often given the impression they`d like to be certified insane by Einstein because they keep repeating their follies in the hope of a different result all the time. …

….. His elixir to cure the police, patwari (land record officer) and court cultures was equally naive. Representative sheriffs could mean even more mistrust and vengeance among the local clans. In our society, the lack of tolerance and a dignified deference to the rights and authority of a winner through a democratic election are vividly exemplified not only by Imran’s own continuous and cantankerous confrontation but also by the excessively inflated Sharifs. The local government system has not yet effectively evolved even at the district level and extending it to the thanas (police stations) would further erode their impartiality at the initial routine cognizance and investigation steps. The patwari culture is already being phased out through computerisation while his assertions to stop the ‘sale of justice’ in the courts was contradictory to the claims of an independent judiciary as the responsibility of inefficiency and corruption in the lower judicial tiers evidently rests with its higher tiers. The rest of his address was merely a volley of threats to stir further discord and disturbance, including a movement of civil disobedience. Imran Khan’s speech failed to present any vision or viable new option that the masses, mauled by inflation, inadequate income and amenities, so anxiously yearned for. There is of course an evident new option to save Pakistan by making the people the real pivot of state policies, shedding the decades-old obsession to match the military might of a far larger neighbour, seeking strategic depth in alien lands through proxy demons and neutering all shades of terrorism through a sincere and active coordination with the international fraternity. It involves an extensive and symbiotic interaction with the advanced world to acquire excellence in engineering, science, technology, manufacturing, marketing and social welfare imperatives. But leaders like Imran Khan, invariably perceived to have been propped up by the establishment to keep the PPP and the PML-N players in proper allegiance, would perhaps never strive for this option.

Imran Khan Factor

– Pakistani first and last

My last article left me depressed me in the writing of it. I ended by asking: “Is there anything positive?” Yes there are, but they get submerged in the negative that outnumber and outweigh them. It depressed some others too in the reading of it. Unpleasant truths always hurt, and none more so than to their purveyor. It is an unpopular but necessary thing to do if one is to transform negative to positive. Someone has to take the jump: who better than one who can walk the plank. Else it’s betraying a God-given ability. Such abilities come with a purpose. Like Iqbal said: Mujhay hai hukm-e-azan, La Ilaha il Allah –“I have been ordained to speak the Truth: ‘There is no god but God’.”

Those who take unpleasant truths seriously have a chance of correction. Those who take refuge in misplaced patriotism stand still. Instead, they question the truth’s purveyor or take comfort in making comparisons to those worse off. They forget that it is the message that is important, not the messenger. Such people are typical ostriches – if I don’t see something, it doesn’t exist.

Look at the scorecard of the political match in Lahore last Sunday. Winner (by default): Asif Zardari: Loser: Nawaz Sharif. Man of the Match: Imran Khan. ‘The Imran Factor’ has burst into the national political equation and drawing room chatter – positive for many, an unpleasant truth for some. Why? Because whatever his detractors might say, Imran has been telling the truth for 15 years.

Cynicism washed away

I am feeling small and humbled and almost kicking myself for being such a fool. Imran the man, always larger than life, no one could ignore. But Khan the politician, the would-be national saviour, I found hard to take seriously.

He said the right things but he just wasn’t clicking. The strings which set hearts on fire weren’t being touched. Or so at least it seemed to a jaded observer of the pantomime passing for Pakistani politics. Khan was promising a miracle when the age of miracles was long over. ….

Imran Khan has no coherent message and no coherent ideology

Pakistani middle class gets really excited about Imran Khan..

In my opinion, he has no coherent message and no coherent ideology (both terms obviously depend on my definition of “coherent”). He is getting support in the middle class because the middle class in every developing country seems to pass through a phase of disappointment in actually existing democracy (and the “ignorant masses” who keep electing bums the middle class does not like). Witness the middle class excitement around Anna Hazare in India. And in Pakistan in particular, he gets even more support (some of it now outside the internet burger-jihadi class too… I dont mean to imply that ONLY the middle class likes him, or Anna Hazare for that matter) because the existing parties and leaders are so bad;, but even though he has genuine popularity in some sections of the population, he has insufficient grass-roots organization. I still think he cannot come to power without ISI support, and will not last long unless he is a completely pliant puppet in their hands. If he does act as their pliant puppet, he may last longer in office, but people will get tired of him rather quickly because many fundamental problems will not change one bit and some will get worse.

IF he actually tries to make his “policies” work, then we are in ever more serious trouble since he has no workable policy prescription for many serious issues. For example, his solution to the Pakistani Taliban is “stop military operations, stop supporting the US, stop drone attacks, and our brothers will come to the table in peace and brotherhood”. Apart from the obvious problem of how he expects NATO to leave this safe haven alone, what does this tell you about his understanding of the Pakistani Jihadis and their agenda? (not talking about the burger-jihadis who dream of 72 virgins and a job in microsoft in the course of the same lonely night). What happens when they want to enforce their will in the Islamic emirate? and what happens when they want to expand the emirate to Islamabad?

In a smoothly working western-style democracy, he might even do good work because he is relatively honest and well-intentioned and the system and its basis is already set, so his shallow understanding of history and political evolution is of no consequence. In Pakistan, where fundamental problems of identity and political direction are not yet settled, this 6th grade “Pak studies” version of history, sociology and political science is not going to get far. In short, he is a confused man, with very superficial and shallow notions about politics and religion. Many of his everyday opinions are relatively liberal, but he has no idea where those liberal notions came from and how they are (or are not) compatible with other 6th grade Islamiat and Pakistan Studies BS he also holds dear.

ALL politicians repeat simplistic 6th grade bullshit in speeches because of practical exigencies of modern mass politics, but he (Imran Khan) repeats them because he doesnt know any better, THAT is a problem.

Qadri case judge sent abroad

LAHORE: The district and sessions judge, who had handed down two death sentences to Mumtaz Qadri for killing Punjab governor Salman Taseer, has left for Saudi Arabia along with his family after receiving death threats from extremists.

“The death threats have forced Judge Pervez Ali Shah to leave the country along with his family for Saudi Arabia,” Advocate Saiful Malook, the special prosecutor in the Qadri case, told Dawn on Monday.

He said sensing the gravity of the situation the government had arranged the lodging of Mr Shah and members of his family abroad. “Although security was provided to the judge and his family members, the government on the reports of law-enforcement agencies opted for sending him abroad,” he said.

There were also unconfirmed reports that extremist elements in religious parties had fixed the head money for the judge. “There were such reports but there was a potential threat to the life of Mr Shah and his family members,” he said.

Mr Malook said he also had been receiving threats to his life and urged the government to arrange adequate security. “The government has deployed only two policemen for my security which is not adequate,” he said.

Judge Pervez Ali Shah had said in his verdict: “No-one can be given the licence to kill anyone in any condition, therefore, the killer cannot be pardoned as he has committed a heinous crime.”

Assassin Qadri, a constable in the Punjab Police Elite Force, tried to justify the murder by stating that he had killed Mr Taseer for supporting Aasia Bibi, a Christian woman who the slain governor had projected as having been wrongly convicted of blasphemy. Qadri, who was on duty to guard Taseer, gunned him down outside a restaurant in Islamabad on Jan 4 this year. ….

Once upon a time we were privileged to have barristers and lawyers like Justice M.R Kayani, Justice A.R Cornelius, Justice Dorab Patel and Mohammed Ali Jinnah- men who were the very embodiment of brilliance, hard work and gravitas. They were circumspect in their personal as well as public dealings and were a credit to the nation. Now our icons of the past must be turning in their graves at the unsightly spectacle of  furious lawyers attacking and ransacking Judge Pervez Ali Shah’s courtroom in Rawalpindi because of their opposition to the death penalty handed down to Salman Taseer’s assassin Mumtaz Qadri.

– Salmaan Taseer case: No remorse as defence wraps up arguments

RAWALPINDI: In their concluding remarks on Saturday, lawyers representing Malik Mumtaz Qadri, the self-confessed killer of former Punjab governor Salmaan Taseer, tried to justify the high-profile assassination by saying the governor’s conduct was “unbecoming of a Muslim”.

Special Judge Anti-Terrorism Court-II Pervez Ali Shah put off the hearing in the case until October 1 after the lawyers representing Qadri said that if their client had not killed Taseer, someone else would have.

Special Public Prosecutor in the case, Saiful Malook, was absent from court on Saturday, though he is likely to make the prosecuting case on the next date of hearing.

Talking to the media after attending the hearing in Adiala Jail, Advocate Raja Shujaur Rehman, representing the accused, said they had argued before the court that the action of Qadri was as instantaneous as the statements of a public figure like the Punjab governor had been provocative. He added that Taseer’s conduct was against the sentiments of the common man.

The lawyer said the accused himself had tried to justify his act by presenting different passages of the Quran and Islamic teachings against blasphemy.

The governor’s statements against blasphemy laws, Rehman said, were also against the laws of the country but state machinery did not take any legal action against him.

PESHAWAR, Feb 2: Jamaat-i-Islami Senator Prof Muhammad Ibrahim said on Wednesday that former Punjab governor Salmaan Taseer was responsible for his comments about the blasphemy law, which led to his killing, and the accused Malik Mumtaz Qadri should be released.

“The accused Malik Mumtaz Qadri has committed no crime and he should be released,” said Prof Ibrahim, who is also the JI provincial amir, while speaking at a press conference at Al-Markaz-i-Islami here.

He asked the government to stop supporting Nato forces and reject American pressure for military operations in parts of the country. He expressed grave concern over the killing of three Pakistani citizens by an American national in Lahore and asked for awarding capital punishment to him. ….

LAHORE: Police commandos have launched a search operation in upscale areas of Lahore including Defence, Gulberg and Model Town in connection to Shahbaz Taseer’s kidnapping on Friday. Earlier, the CIA had arrested two suspects believed to be involved in the abduction.

Nawaz Sharif, a visionary statesman? Has he grown up!

– According to reports, speaking the other day at a SAFMA function, in Lahore, Mian Nawaz Sharif made an important speech. Basically, he said three things, not exactly in these words but to this effect:

1. The Two-Nation theory is irrelevant now. It was needed as a tool to create a separate country, Pakistan, but we don’t need to perpetuate it to remain in a state of war.

2. We need to be friends with India, live as good neighbors, increase mutual trade, give up the arms race while trying to solve our mutual problems peacefully.

3. Culturally, Pakistan has more in common with India and than with any other country, including the use of the word Rab, the Lord.

4. Our Rab (Lord) is Rabbul Alameen (the Lord of the world), not Rabbul Muslimeen (the Lord of Muslims alone).

5. He also added, in a lighter vein, that he never ate “siree-paaye” as is commonly attributed to him. His favorite dish, he said, was “Aloo-gosht”.

All in all, it was a good speech, and Mawaz Sharif sounded more like a statesman and a visionary than a reactionary or a closet-mullah he is generally painted as.

Rape, mutilation: Pakistan’s tribal justice for women

MULTAN,(Reuters) – On April 14, two men entered Asma Firdous’ home, cut off six of her fingers, slashed her arms and lips and then sliced off her nose. Before leaving the house, the men locked their 28-year-old victim inside.

Asma, from impoverished Kohaur Junobi village in Pakistan’s south, was mutilated because her husband was involved in a dispute with his relatives, and they wanted revenge.

Her fate is familiar in parts of Pakistan’s remote and feudal agricultural belts, where women are often used as bargaining chips in family feuds, and where the level of violence they face is increasing in frequency and brutality.

At the hospital in nearby Multan town, Asma’s shocked parents sat quietly by her bedside and struggled to explain what the future holds for their now disfigured daughter.

“I don’t know what will happen to her when she leaves here,” Asma’s father, Ghulam Mustafa, said, in a dilapidated ward heavy with the smell of antiseptic and blood, where other women, doused with acid or kerosene by relatives or fellow villagers, awaiting an equally uncertain future.

Asked if Asma will return to her husband, her father remains silent.

The uniqueness of Sindh

Just when the sector commanders had been put on the back-foot, and the MQM was vociferating in a manner not seen since 1995 (Gen Babar’s operation), who should come to their rescue but President Zardari’s personal emissary, Montecello University’s most celebrated doctoral figure, Dr Babar Awan.

He has brilliantly appeased the MQM by restoring Gen Musharraf’s  loaded [undemocratic, black, repressive & discriminatory] local government system – first just to Karachi and Hyderabad and then, when … Sindh rose up with one cry against this hasty move, to the whole of Sindh. The MQM can hardly believe its luck – perhaps it hadn’t counted on so swift a Zardari capitulation – but anger in … Sindh is on the rise.

Dr Zulfiqar Mirza’s outbursts had angered the MQM but secured the PPP’s vote bank in rural Sindh. Dr Awan’s gymnastics have pleased the MQM but poured fuel over the burning embers of Sindhi anger. From one extreme the PPP has swung to the other.

The choice of Dr Awan as PPP plenipotentiary was bizarre. How was he qualified to negotiate on behalf of Sindhi interests? The PPP is now on the back-foot. All the certificates of cleverness earned by Zardari for his supposed political sharpness have gone with the wind.

Dr Awan has proved adept at stalling and frustrating the Supreme Court. From the PPP’s point of view, he should have confined himself to that doctrine of necessity instead of floundering in the waters of Sindh.

In an ideal world, the PML-N should have been quick to exploit this opening. Alas, if wishes could be horses. It showed itself eager, a bit too eager, to embrace the MQM when the latter fell out with Zardari. But this proved embarrassing when the MQM’s falling-out proved to be less than definitive. Small wonder, it has yet to get its thoughts in order on the anger on the rise in backwater Sindh.

All of us could do with some clarity on a crucial issue: while the logic of smaller provinces applies to Punjab, because it is too huge and unwieldy, it does not, and cannot, apply to Sindh. Babar Awan and the PPP came perilously close to the idea of Sindh division when they proposed one dispensation for Karachi and Hyderabad – the restoration of Musharraf’s  [undemocratic, black, repressive & discriminatory] local body system – and another for the rural, revival of the commissionerate system. Sindh rural instantly saw red and the PPP had to back down immediately, in the space of a mere 24 hours. But the alarm had been sounded and Sindhi concerns have yet to be addressed or placated.

Carving a southern or Seraiki province out of Punjab will not endanger Punjab identity. Indeed, it will facilitate the task of governance and give a sense of belonging to the people of southern Punjab who feel left out of the orbit of Punjab affairs. But anything even remotely connected to the notion of Sindh division is almost an invitation to dangerous conflict in this most sensitive of provinces.

We should not forget the history of 1947 migration. If we leave Bengal out of the equation, there were two great waves of migration in northern India at the time of Partition: one from East Punjab to West Punjab, and vice versa; the other from Delhi, Lucknow and Bhopal in the north, and Hyderabad Deccan in the south, to Karachi. These migrations were dissimilar in character.

While Punjab suffered the most in terms of looting, plunder, killings and mass rape, when the dust settled and passions had time to cool, the process of assimilation was relatively quick because East and West Punjabis, minor differences of course apart, came from the same cultural stock. With minor variations of dialect, they spoke the same language and shared the same history.

This was not so with the southern migration to Karachi and Hyderabad. Karachi was a cosmopolitan city even then – a mini-Bombay, so to speak – but it was the capital of Sindh, the culture and language of whose native inhabitants was radically different from that of the people who were coming to it from India.

Karachi soon became the centre not of Sindhi culture but of the culture of displaced Dehi, of Delhi as it had been before the tumult of Partition. Delhi today is a Punjabi city. Its old composite, Muslim-dominated culture, the culture from which arose the poetry of Mir and Ghalib, is a thing of the past, lost to the upheavals of time and history. No conqueror, not Taimur and not Nadir Shah, could destroy Delhi, or transform its character, as decisively as Partition did. Those who seek the old Delhi, authors like William Dalrymple, have to come to Karachi to catch a whiff of the past.

Pakistan would be the poorer without this infusion of Delhi, Lucknow and Hyderabad Deccan culture. True, there was a downside to it as well, …. brought with their culture also their own prejudices. Insecurity and fear were part of their migrational baggage and these were infused into the thinking of the new state. But in cultural terms the arid wastes of Pakistan were enriched by that influx of talent and learning.

Punjabis being Punjabis, no new centre of culture arose in Punjab. But in Karachi we saw the birth of a transplanted culture, its soul carrying the imprint of loss and nostalgia, the usual hallmarks of any migration.

The downside comes from this very circumstance. Sixty four years after Partition we continue to live in the past, beset by old insecurities even though the times have changed and the old certitudes which gave birth to those insecurities no longer survive.

Sindhis are entitled to be a bit upset by all these changes. After all, they too are the inheritors of a great civilisation. Moenjodaro is the oldest pre-historic site discovered anywhere in India. There are other mighty life-giving rivers in the sub-continent: the sacred Ganges, the winding Brahmaputra. But only the Indus, sacred river of Sindh, gives its name to India. Hindus migrating to India from Sindh in 1947 take great pride in their Sindh ancestry.

Sindhi anger, nay Sindhi anguish, is centred on a primal concern. Why must the transposing of cultures be at their expense? And there is a fear lurking in their hearts, the fear of the Red Indian and the aborigine, of becoming strangers in their own homeland. This is a concern which must not be scoffed at. The rest of us, and this includes the successors to the civilisation of Delhi, should avoid words or gestures that smack even remotely of designs against the unity and integrity of Sindh.

From the immortal land of the five rivers, now only three left with us, thanks to the vagaries of history, more provinces can be carved out and no harm will come to it [Punjab]. But let no Punjabi leader or politician say that if Punjab is to be divided the same logic should apply to other provinces. This is wrong thinking. The same logic does not apply to Sindh, it does not apply to Balochistan. It is relevant only to Punjab and Punjab will be doing itself and the nation a service if it takes the lead in this respect, illuminating the path that others can follow.

A word may also be in order about another fixation of the Punjabi mind: Kalabagh dam. If Kalabagh dam is right then there is nothing wrong with the dams India is building on the rivers Chenab and Jhelum. If we are objecting to run-of-the-mill dams in Kashmir, dams whose water is not stored but is allowed to run, how can we support a storage dam on the Indus at Kalabagh? The logic just does not hold.

History cannot be undone. We have to live by its consequences. But Sindh of all regions of Pakistan requires a balance and moderation in the conduct of its affairs. Any hint of an unnatural hegemony of one part over the other is an invitation to anger and despair.

It was only a matter of time anyway. A few days ago, a police officer along with his squad burst into the Nairang Art Gallery and beat up the female curator for wearing a sleeveless dress and interacting with men. The police officer, a SHO, was perturbed by the ‘fahash’ ambience of the place.

After being assaulted the woman and her colleagues who came to her rescue were taken to the police station and booked under an obsolete ordinance.

Nairang Art Gallery is a work of devotion to art, literature, music and design by the iconic architect Nayyer Ali Dada. Some say it’s the modern day’s equivalent of the Pak Tea House – where left-leaning intellectuals come to spend their time. They have a small cafeteria which pays for part of the operating expenses of the art gallery; the rest of the funds are put up by Nayyer Ali Dada. ….
