ISI has taken over GHQ – By Najam Sethi

The army was constitutionally mandated to be an arm of the Pakistan state with elected civilians in control of the executive. But it has seized the commanding heights and subordinated the other organs of the state to its own unaccountable purposes.

In recent times, however, something even more sinister has been happening. This is the creeping growth of the ISI from a small arms-length intelligence directorate or department of the military (Inter Services Intelligence Directorate) in the initial decades of independent Pakistan to an omnipotent and invisible “deep state within the state” that now controls both military strategy and civilian policy.

General Pervez Musharraf’s unprecedented appointment of General Ashfaq Kayani, a former DG-ISI, as COAS was the first step in this direction. The second was General Kayani’s own decision to routinely rotate senior and serving ISI officers to positions of command and control in the army and vice-versa, coupled with his insistence on handpicking the DGISI and extending his service. Together, these decisions reflect a harsh new reality. The ISI has walked into GHQ and seized command and control of the armed forces.

This is a deeply troubling development because it violates the established norm-policy of all militaries in democratic societies – intelligence services must consciously be kept at arms length from GHQ because “field commanders must not get contaminated” or tainted by cloak and dagger operations in grey zones. That is why COAS Gen Zia ul Haq kicked Gen Akhtar Abdul Rehman, DGISI, upstairs to CJOSC rather than give him troops to command. That is why COAS Gen Asif Nawaz sidelined DGISI Gen Asad Durrani as IG Training and Evaluation. That is why COAS Gen Waheed Kakar prematurely retired Gen Durrani from service for playing politics in GHQ and then recommended Gen Jehangir Karamat as his successor rather than his close confidante and former DGISI Gen Javed Ashraf Qazi. Indeed, that is why the CIA, RAW, MI6, KGB, MOSSAD etc remain under full civilian operations and control even though soldiers may be seconded to them or head them occasionally.

The ISI’s meteoric rise in the 1980s is well documented. It became the official conduit for tens of billions of dollars of arms and slush funds from the US and Saudi Arabia to the Mujahideen against the Soviets in Afghanistan. Three serving generals of the time were billed as “the richest and most powerful generals in the world” by Time magazine in 1986. Two of them, Gen Akhtar Abdul Rehman and Gen Hameed Gul were in turn DGs-ISI while the third, General Fazle Haq, was the Peshawar gatekeeper to Afghanistan.

Three Prime Ministers have fallen victim to the ISI. PM Junejo ran afoul of DGs ISI Gen Hameed Gul and Gen Akhtar Abdul Rehman over the Ojhri Camp disaster. Benazir Bhutto was undermined by DGs ISI Gen Gul and General Asad Durrani. And Nawaz Sharif by DG ISI Gen Javed Ashraf Qazi and COAS Gen Waheed Kakar. Indeed, Mr Sharif might have survived in 1999 if Gen Musharraf had not earlier cunningly moved Gen Mohammad Aziz from the ISI to GHQ as CGS because it was the latter who nudged Corps Commander Pindi Gen Mahmood Ahmed to execute the coup in the absence of Gen Musharraf.

The ISI’s creeping coup – ISI officers returning to command positions in the army – against GHQ is fraught with problems. It has eroded the credibility and capacity of both the current DG ISI and COAS within the military and civil society. The ISI’s spectacular failures (BB’s assassination, Mumbai, Raymond Davis case, missing persons, Memogate, Mehrangate, Abbotabad, Saleem Shehzad, Get-Zardari, etc) can all be laid at GHQ’s door just as the ISI’s anti-terrorist policy failures are responsible for the loss of over 3000 soldiers to the Pakistan Taliban and the terrorist attacks on GHQ and Mehran Navy Base. The fact that both the COAS and DG ISI have taken extensions in service has also undermined their credibility far and wide.

“Innocents Die, Vultures Dance with Joy”

And, this is the reality in this country known as ‘Pakistan,’ where poverty-stricken, shirtless, shelter-less and loaf-less innocents are dying under the open skies and the voracious vultures have a field day and greedily feast on the bodies of the dead.

A large number of people affected by last year’s heavy monsoon rains took out a procession in Samaro town on Wednesday, calling upon the government to provide them permanent shelter, food, health and education facilities to enable them to lead a normal life again. Who will hear their wails and screams of help?

If you watch the video of Imran Khan’s Karachi Jalsa, you will see Imran Khan coming to the venue by an Army helicopter and then escorted and surrounded by armed Army commandos. The Army and ISI provided full security to him, before and during the jalsa. A million dollar question is , where was the Army and ISI when twice prime minister of Pakistan, Chairperson of PPP, Benazir was speaking at Liaquat Park, Rawalpindi, a stone’s throw distance from GHQ? Why was absolutely no security was provided to her, even as is now disclosed by ISI that there was a specific plan to murder her? Was it because the generals perceived BB as a threat to expose them before the public?

Is their support of Imran Khan because Army generals think that he will get them out of the deep hole they have dug for themselves and get Talibans/ Jihadis and Americans off their backs, sustain their narrow destructive policies and that they can go back to their messes and golf courses and DHAs? Benazir Murder Case: Rehman Malik Comes to Musharraf’ Rescue?

Federal interior minister and president Zardari’s close associate, Rehman Malik is reported to have sprung into action to get the name of former military dictator, Pervez Musharraf deleted from the list of the accused in the assassination of former prime minister & PPP chairperson Benazir Bhutto.

According to some news reports, Rehman Malik has expressed his anger over the inclusion of former dictator’s name in the list of the accused and has inquired from the head of the Joint Investigation Team of FIA, as to who had given permission to the investigators to include Pervez Musharraf’s name in the list of the accused in the case. He is reported to be putting pressure on the head of the Joint Investigation Team of FIA to delete the ex-dictator’s name.

It may be recalled that the Federal Investigation Agency on Monday had submitted a fresh 57-page report in the Anti-Terrorism Court-III in Rawalpindi, declaring former president Pervez Musharraf as an accused in the Benazir Bhutto assassination case. …

The committee set up to fix responsibility for the hosing down of the site of Benazir Bhutto’s dastardly assassination is something to behold: a federal secretary, a provincial additional secretary and the vice chief of general staff of the Pakistan Army.

What a committee indeed, with a real general on it whose presence must strike the fear of God into the other members, one of whom is reportedly best buddies with the general being investigated! Only a very unique government of a very unique country could have set up such a committee.

The former minister of state for defence production Abdul Qayyum Jatoi is our version of Indian actor Salman Khan — punished and harassed for saying things which are on everyone’s mind. Although one can have an issue with his style that may not be extremely palatable to the educated urbanite, there was nothing exceptionally sacrilegious in what he said. Isn’t it true that we pay the military for defending our borders? Isn’t this a historical fact that the armed forces have used excessive power against their own people despite the fact that they are trained to fight an external threat? There shouldn’t be any issue with the fact that the army killed Nawab Akbar Bugti. Go ask Pervez Musharraf and he will give the details as he is fond of doing these days. As for Benazir Bhutto’s killing the UN Commission report says a lot about that which the foreign minister has chosen to ignore for understandable reasons.

I don’t see the reason for people taking offence to the minister’s statement regarding corruption being everyone’s right because if we were to decipher this well, what he meant was that distribution of resources should be more equal. Some region’s people get more opportunities, both legal and illegal, to exploit resources. Surely, he said it most crudely as he did with the issue of the chief justice’s domicile. All he was probably trying to say was that the chief justice did not become an indigenous Baloch, just like hundreds of others who have used a Baloch domicile to get a job in the government. Let’s face it, having the right kind of domicile makes a world of difference in getting into the bureaucracy.

Qayyum Jatoi is certainly not madder than Musharraf. In fact, both men are quite sane. While the former president seems to be selectively spilling the beans to market his capacity for governing the state, Jatoi’s ramblings were meant to deliver a message to the judges and jackboots about the present PPP leadership’s capacity to fight back. The option for the military establishment is best indicated in an Urdu sentence written on the backs of many a truck that plies on G T Road — it says ‘Ya pass ker ya bardasht ker’ (either overtake or tolerate). The GHQ can either overthrow the present political setup through some older methods (as applied in the case of the two Bhuttos) or continue with some signaling to the political leadership. …

THE UNITED States and NATO cannot endure an open-ended military commitment in Afghanistan. But they know — or should know — that there can be no hope of ending the war unless Pakistan’s Inter-Services Intelligence agency stops arming, funding, and training Afghan insurgent groups.

President Obama must recognize the necessity of persuading Pakistan’s military leaders, who control the ISI, to stop playing a double game with America. This can be done. Washington has valuable carrots to offer and credible threats to make. To succeed, however, Obama must be willing to play hardball.

At the very least, the country deserves to know who ordered her killing. And yet with her own party in power, little has been done to find her killers.

So it seems that it was Baitullah Mehsud who ordered the killing of Benazir Bhutto after all, at least if an interim report submitted by the FIA in the Rawalpindi anti-terrorism court is to be believed. Two and a half years since the tragic assassination of Ms Bhutto, the state seems to be arguing what was argued within days of the assassination by the Musharraf government: that the TTP was responsible for Ms Bhutto’s death. That is certainly possible. After all, Ms Bhutto was returning to Pakistan with the support of the American and British administrations because they hoped the PPP leader would shore up the fight against militants here. Mehsud had every reason to fear her return.

Bibi’s Murder and The Establishment

Current hoopla about Gen. Nadeem Ejaz being questioned regarding the murder of Benazir Bhutto, and accusations of his involvement in the murder of Bugti and terrorizing/ torturing other politicians, makes it look as though Ejaz is the only serving ‘establishment’ officer in the history of the country to have resorted to the vicious antics.

Hamida Ghangro, the wife of Shaheed Nazir Abbasi, and all the other evidence presented so far, have been pointing at Brig. Billa, for mercilessly torturing Abbasi to death during Zia’s dark days. Has there been any action against him? Not even a suo moto action from the ‘independent’ judiciary. Not only does the murderer Brigadier enjoy the complete immunity, he is free to insult our intelligence via establishment- sponsored TV talk shows. Na mudaee na shahadat hisaab paak hua – yeh khoon-i-khaak nasheenan thaa rizk-i-khaak hua…..

Those hoping to see Gen. Nadeem and others murderers/ collaborator of Ms. Bhutto’s assassination from within the ‘establishment’ taken to task, must not forget that in the land of the pure, even a petty captain is free to commit any crime he wants with complete impunity.

Does anyone know if any action, even after the change in the army command, has been taken against Captain Hammad, involved in the rape of a lady doctor in Sui, Baluchistan?

Benazir assassination case and the establishment

Now the seasonal frogs have appeared again in the form of A, B, C and Q leagues. These slaves of intelligence agencies are talking all possible non-sense. They are creating ground for the overthrow of elected government as usual to appease their masters and fathers. PPP folks are weak due to their inefficiency as well as the pressure of establishment. What I see is that if PPP starts or dares to investigate .. and intelligence agency monsters in the BiBi case, its government will be overthrown on so many accounts which nobody would think of, as usual. Now we also know the real face of Judiciary which has never been independent rather responsible for the death of Zulfiqar Ali Bhutto and thousands other innocent people. Things won’t solve anyways without a decisive battle between cruel forces and the innocent people which PPP should get ready for if they want to save people and themselves. Because people will have to do it eventually, sooner the better.

How could we live with our conscious in peace without bringing assassins of Shaheed Raani to justice? Mohtarma was not a private person but a hope for 170 million peoples of Pakistan especially for the poor men, women, and children of Pakistan. No one even her husband or children have right to forgive anyone of her assassins or let them off the hook.

I know Bibi said “Democracy is a best revenge” but democracy without justice can’t deliver the revenge. Let us pledge not to rest until the culprits involved in this heinous crime are sent to court of law.

Let us fill up the streets, ring the tallest bells for justice and send a powerful message to Chief justice Chaudhry Iftikhar that civil society and peoples of Pakistan did not support him for restoration of Chief Justice but justice in Pakistan.

Although it took more than two years for the truth to come out from the UN but finally it came and it holds General (retd.) Pervez Musharraf responsible for the assassination of Shaheed Benazir Bhutto. We demand from the Pakistan Government to pursue the cause of justice for Benazir Bhutto vigorously by taking immediate legal action against former Pakistani dictator, his agents and co-conspirators, and government officials pointed out in the UN report. We further demand that Pakistan’s various intelligence agencies, particularly Inter Services Intelligence (ISI) be re-organized so that they will protect our true leaders instead of serving dictators.

United Nations investigation team has identified many powerful individuals, agencies, and high level government officials including General Musharraf and his political allies abating the local investigation and creating a huge smoke screen by tempering evidence and by lying to the media and the world. Hosing down of the crime scene, refusal by ISI and local official to authorize autopsy in spite of the insistence of the medical team, denying required level of security to Mohtarma Benazir Bhutto, hurriedly commissioning Scotland Yard team to investigate cause of the death within very narrowly defined scope were a few examples of preemptive attempts by Musharraf regime to fake its sincerity into the investigation of this tragedy.

Musharraf aide calls UN’s Bhutto report ‘lies’

The three-member UN panel said her death could have been avoided if Musharraf’s government and various security agencies had taken adequate measures. It also found that the probe into her death was deliberately hampered by intelligence agencies and other officials.

But Rashid Qureshi, a Musharraf aide, insisted that the UN report was based on rumors and that Musharraf was in no way responsible.

”This chief UN investigator was not the relative of Sherlock Homes,” Qureshi said, noting that Musharraf himself had been the target of suicide attackers.

The head of the country’s most powerful spy agency, Inter-Services Intelligence, warned Bhutto not to attend the rally because of looming threats of an attack, Qureshi said.

”But Benazir Bhutto and her chief security officer Rehman Malik decided to go ahead with their planned election rally,” Qureshi said. ”It was Benazir Bhutto who exposed herself to the attacker.”
