Suppose one were to break a rule of a lifetime and take Rehman Malik seriously when he announced his intention of granting amnesty to Baloch nationalist leaders and went so far as saying that he will personally receive them on arrival. It is hard to miss the condescension and arrogance of the statement since it evidently fails to recognise the very basics of the conflict and treat this as a petty quarrel which can be muffled with assurances to a few individuals and attempts to rectify it with what comes across as some cheap pillow talk. More significantly, there is a clear implication in the statement which I am not sure Mr Malik completely grasps. To guarantee the end of violence and hostilities in future, has embedded in it the assumption that the guarantor would perhaps have a semblance of control over them. So, Rehman Malik has with one statement, used as a desperate measure, has attempted to take the blood and the guilt of decades of murder upon his hands. Hence, Rehman Malik cannot be taken seriously in this case, even if one does not mention Nauroz Khan Zehri.
‘Security establishment’ is becoming too hazy a term to ascribe direct culpability. It has become an oblique way of saying that the Pakistan armed forces and their subordinate agencies are using intense, non-stop and lethal violence upon the Baloch. Remaining on imprecise terms, ‘missing person’ is a case in point. It is a seemingly innocuous term summoning to mind the image of somebody absent from dinner or someone forgetting to pick someone up. Quite to the contrary, somebody did pick them up with the intention of torture and probably murder; it is abduction or kidnapping at the very least.
The apology and the assurance will have to come from the Army Chief, the DG ISI and the IG FC. And for it to mean anything, those kidnapped have to return ……

Over a dozen bombs blew up railway tracks at seven points along major railway line in Sindh on Saturday. Also coupled were two attacks on gas pipe lines supplying natural gas to Karachi and other parts of the province.

After Pakistan was condemned by the U.S. House Foreign Affairs Committee last week for human rights violations in Balochistan province, Pakistan’s security forces responded ruthlessly, outraged the Baloch would dare seek external help to escape a nightmarish existence.
According to Malik Siraj Akbar, editor of The Baloch Hal, on Feb. 13 the bullet-riddled body of a prominent Baloch leader was discovered who had been missing for over two years. The gruesome operation is called “kill and dump” and is the calling card of Pakistan’s spy agency – the Inter-Services Intelligence (ISI).

Baloch secessionist leader Brahmdagh Bugti says he wants political engagement with Pakistan — but that its military wants war.
Late last month, Zamur Domki and her 12-year-old daughter were driving back to their home in an upmarket Karachi neighbourhood when a black car swerved across the road, blocking their route. Thinking she was a target of an armed robbery, Ms Domki offered the masked men who surrounded the car her jewellery and mobile phone — but the attackers weren’t interested.
An eyewitness recalls that Ms Domki watched in horror as the assassins repeatedly shot her daughter in the chest and neck. Then, it was her turn to die.
Baloch politicians allege the murders, for which no one has been held, were carried out by Pakistan’s intelligence services to send a message to Ms Domki’s brother, Brahmdagh Bugti — a soft-spoken 31-year-old father of three who, from exile in Geneva, leads the region’s largest secessionist party.
Concern over assassinations
In recent months, assassinations of Baloch nationalist politicians and their kin have provoked growing concern. Last year alone, the independent Human Rights Commission of Pakistan has reported, there were at least 107 new cases of enforced disappearances. The missing, the commission’s chairperson Zohra Yusuf said, “were increasingly turning up dead.” The United States’ State Department has voiced concern, and political leaders have called for action.

WHAT is a human life worth in Pakistan? Guessing from the impunity with which the intelligence agencies engage in the alleged torture and extrajudicial murder of its own people, apparently not much.
The gruesome deaths of four terror suspects in ISI custody, and the visibly brutal treatment of seven others, has belatedly caught the attention of the Supreme Court, which otherwise seemed to many observers to be obsessed with serving instant ‘justice’ to the ruling PPP leadership.
How far the SC is willing to pursue this and other missing persons’ cases will be a litmus test for the rule of law in Pakistan which is under constant attack from a security establishment hiding behind the armour of national security.
The renowned sociologist Charles Tilly once compared modern states to organised crime rackets. For Tilly, states essentially function as protection rackets because they foment danger and then offer protection against it, usually for a high price. ….

We want a new Pakistan and a new Sindh.” ….
In his concluding speech Palijo Sr. sounded more like a teacher giving his students a lecture. He asked the people to stay alert and keep an eye on their leaders because they had become merciless and shameless.

Salima Hashmi, Faiz sahib’s daughter, dug out this gem of a poem and dedicated it to the Baloch martyrs at the Faiz Aman Mela in Lahore last Sunday. The very next day, Monday, three bodies of Baloch missing persons, including former BSO-Azad Chairman Sangat Sana Baloch were found. The day after, Tuesday, Baloch-dominated areas in Balochistan observed a shutter down strike.
‘Chhan chhan, chhan chhan,’ Faiz’s words reverberated across the province.
The body of Sangat Sana was found only two weeks after the Domki murders, murders that had sent the entire Balochistan Assembly, generally the most complicit of the Baloch, up in a furore. Three Baloch ministers stood up to narrate a gruesome incident in which two Baloch youth were bound up and shot by FC troops on the Quetta-Turbat road.
The trouble was that the consequences of the murder of Brahamdagh Bugti’s sister were not fully contemplated by the most likely murderers, although they should have. The lesson of Balochistan always was: blood spilt is thicker than blood flowing. This was indeed why Nawab Akbar Bugti’s killing in an army operation bestowed the legacy of a martyr on him and spurred insurgency.
Balochistan has been under siege since 1947, with the current insurgency that started in 2005 being the fifth: the last four were brutally suppressed through similar military action. It is only this one which is spiralling out of control.
The almost abandon with which intelligence agencies operate in the Baloch province is matchless. Barely anyone is left in doubt as to who picked up whom for allegedly ‘anti-nationalistic’ sentiment and the message is delivered forcefully with every punctured, dumped body of a Baloch missing person.
While the same matters went unnoticed in the last four operations, what changed on the ground was that the Baloch intellectuals and leadership, fearing for their lives, began to take up outposts in exile and developed lobbies to relay the situation in Balochistan to international organisations. In Balochistan, the BLA, the BLF and the BRA continued to fight from the mountains while Baloch political parties and the various factions of the BSO continue to develop the space on the ground to unite the Baloch community and speak to the few in the Pakistani media that still want to hear a Baloch speak about Balochistan.
Coverage has been selective. When the BLA killed 15 FC troops in the army-operated Chamalang coal mines area in response the Domki killings, media splashed the event. But when a counter-military operation was launched in Chamalang, there was complete silence by the media on it.
The reason: journalists based in Balochistan were instructed not to – at the risk of their lives. 20 journalists had been killed in the last decade. However, Baloch resistance websites, forced to operate from outside Pakistan, and still banned in Pakistani cyberspace, began to carry gruesome accounts of unchecked brutalities. However, Pakistani airwaves and cyberspace remained clear of any such ‘anti-state’ accounts.
Baloch blood was being spilled with no one brave enough to speak of it. Amidst this re-launched operation, exiled Baloch leaders were able to play the card they had wished to play much earlier: the US Congress took up a debate on Balochistan and tabled a bill to acknowledge the Baloch ‘right to self-determination’. The same ‘right to self determination’ was, of course, something Pakistan itself had been campaigning foreign powers for in the similarly gruesome 64-year old Indian-occupation of Kashmir. The US is telling Pakistan: what about the suppression in Balochistan?
Balochistan is the thaw no one in Pakistan wishes to admit as much as discuss – or solve. The late politics over it by Nawaz Sharif and Imran Khan has come to naught, so clear is Baloch nationalist sentiment. Imran Khan’s pseudo-rally in Quetta, announced for 23 March, seemed to be an attempt to engineer and announce a new Pakistan resolution from the Baloch capital amidst a flailing nationalist project. Nawaz Sharif’s All-Parties Conference on Balochistan fell apart because Baloch parties refused to join in, making the attempt look silly.
No Baloch takes the more than 270 ‘killed-and-dumped’ bodies as a joke. No Baloch believes the army high command when it says, “No military operations are being carried out in Balochistan and no security forces have been involved in human rights abuses.”
And this is the worst part: all political actors and intellectuals in Pakistan, including this writer, are speaking about the Baloch but not to the Baloch. Journalists from Balochistan are able to relay how the army views the mere act of putting up a Pakistani flag as a victory. To the Baloch, the rising flag means being conquered. And it is being conquered that the Baloch resist when they are whisked away and they return as tortured, bullet-ridden bodies.
The price of Baloch blood is not that Pakistan might split again – it is that we will fool ourselves again, as we do now, when the Foreign Office issues condemnations of the US Congress debate on Balochistan, on why we split. To condemn the military operation, to condemn the killing-and-dumping and to return the missing Baloch, that is what should have been the government’s response. In its absence, it will be sure to learn the price of Baloch blood the hard way.
Baloch Republican Party chief Brahamdagh Bugti living in exile claimed Wednesday Baloch movement did not enjoy any foreign support, saying but they would welcome it, be it from the US, NATO or the India.
‘We know foreign powers have their own interests; we think of our own greater interests”, he said in a telephonic press conference at Quetta Press Club.
Mr. Bugti said Baloch women, leaders, activists, students, writers, poets, and intellectuals were being picked up and eventually being disappeared and eventually turning up dead. Under such circumstances, we would welcome the support of foreign countries for independence, he said.
Bugti backed the US resolution on Balochistan and justified it was not against the sovereignty of Pakistan as every country possessed right to intervene in another country’s affairs if that state was involved in human rights violations ….

The U.S. Congressman Dana Rohrabacher (R-Ca), who introduced a resolution on Balochistan along with two bills honoring the Pakistani doctor who helped the CIA catch Bin Laden, sat down with the Voice of America’s Ayesha Tanzeem to discuss some of these issues.
According to the resolution, the Baloch people have the right to self-determination. Pakistan has reacted strongly to this resolution calling it a violation of international laws and interference in its internal affairs.
The U.S. State Department has tried to distance itself from Congressman Rohrabacher’s opinions and efforts and has insisted that it does not reflect official US policy. State Department spokesperson Victoria Nuland insists that the US does not want to interfere in the internal affairs of Pakistan.
The two bills introduced on the 17th of Feb, 2012 call for giving US citizenship to Dr. Shakeel Afridi as well as honoring him with the highest civilian honor, a Congressional Gold Medal. Dr. Afridi is under arrest in Pakistan after secretly helping the CIA to collect DNA evidence of Bin Laden’s presence in the compound. The Abbottabad commission has recommended that he be tried for treason for helping a foreign government’s secret agency.

Balochistan and its ‘jealous husband’

Unfortunately, ours is a history marked with lies, distortions, exaggerations and false glorification. Can’t we at least pay attention to some bitter truths and grim reminders? For all the flak that US Congressman Dana Rohrabacher (Republican from California) is getting from Pakistan’s media and official circles, the fact is that he is gaining popularity by the day, especially among the young people of Balochistan, some of whom have already set up a Facebook fan pagefor him. At last count, he had over 3,000 fans and this number will only rise.
So, the news channels are fooling and misleading the country when they show a ‘patriotic Pakistani’ from Islamabad or Khyber-Pakhtunkhawa, instead of a talking to a Baloch from Gwadar, condemning the developments taking place in Washington DC. Why is there such reluctance to trust the Baloch and speak to them to learnwhat has alienated them and what they demand? When was the first (and probably the last) time when the whole country demonstrated unity to address what is happening in Balochistan? How many long marches, breaking news stories and parliamentary resolutions are going to happen before the government addresses the matter at hand?
Let’s stop the ‘internal affair’ drama and focus on some historical facts? Since Pakistan’s inception, Islamabad has spied on the Baloch. Perhaps the Baloch did not respond to the fact that they were treated unequally and disrespectfully but over time they became pained by being billed as Russian, Indian, Afghan and even Iraqi agents. Of course, now they are going to be treated as ‘CIA agents’! Did Islamabad ever embrace the Baloch as respectful and dependable citizens of the land who could be trusted and given ownership and responsibility?
Surely, we all remember what happened in 1973 when the first-ever elected Baloch government was dismissed. As if disregard for the Baloch mandate of provincial government was not enough, the people of the province were then subjected to a horrendous military operation on the charge of having ‘extra-marital affairs’ with foreign countries. In six decades, Islamabad has not been able to present undisputed proof of Balochistan’s unfaithfulness while there are countless accounts of the formers patriarchal arrogance towards the province.
An ardent pro-Pakistan leader like Nawab Akbar Bugti was killed on suspicion of getting ‘foreign assistance’. Former chief minister Akhtar Mengal was literally put into an iron cage because General Musharraf thought he was not sufficiently patriotic. Bramdagh Bugti was called an ‘Indian agent’, and his sister and niece were killed. Hundreds of young Baloch have been found dead in recent months, dumped along roads in the province.
While a troubled relationship between a mother-in-law and her daughter-in-law can endure despite all flaws, marriage between a quarrelling couple has a painful, yet, internationally and legally acceptable choice: divorce. The Pakistani ‘patriots’ should ask themselves that are their actions pushing Balochistan to the brink of divorce.

“The hearing showed that there will be no peace in the region without a referendum of self-determination. That cannot be ignored.”
As the sole witness of Baloch ethnicity to speak at the recent Balochistan hearing before the United States Congress, M. Hossein Bor disagrees with comments that he was not relevant to the proceedings.
Not only was he the only witness able to speak as a Baloch, he points out that he also was the only one with deep subject matter expertise in foreign trade and investment in Southwest Asia. From this perspective, he hoped his testimony would have shed light on the unrealised strategic and economic opportunities that an independent Balochistan would provide to Americans, including the ability to contain a rising China and an emerging Iran, prevent an adversarial Pakistan from achieving strategic depth in Afghanistan, and ensure Baloch-American economic prosperity through new energy and mineral resource agreements. However, with little time to prepare for the hearing and only five minutes of allotted time to provide oral testimony, many of these points were not expressed. Bor therefore looks to this post-hearing assessment as a mechanism to share publicly for the first time what he has shared privately with Baloch nationalists and their supporters. As one of the five witnesses called before Congress, it is assured that these remarks will be closely watched by all side to the Baloch debate.

To understand Balochistan, Bor believes that one cannot look at Pakistan’s largest province through the Afghanistan-Pakistan (Af-Pak) box. In retrospect, this is perhaps one of the strongest contributions that he could have made at the hearing.

The Sindh govt had allotted a piece of land for the construction of Balochistan House, but later the Balochistan government sold it to the province for Rs35million. “Keeping in view the prevailing law and order situation, the Balochistan government has now requested the Sindh govt to resale it the same building or allot a piece of land on reasonable prices so that dignitaries, officers and lawmakers from Balochistan could be provided accommodation during their visits to Karachi,” added the minister.
The Cabinet approved the request, giving two options, either to resale the same building or allot land for the purpose. “A two-member committee of Revenue Minister Jam Mahtab Dahar and Local Government Minister Agha Siraj Durrani will talk to the Balochistan government about its request,” she added.

A Balochistan minister and provincial president of the ruling Pakistan People’s Party dropped a bomb shell on the floor of the Balochistan assembly Monday when he revealed that he and two other government minsters saw with their own eyes the execution-style killing of three Baloch youths by the Frontier Corps.
Sadiq Umrani,, Balochistan minister for communistaion and works, told the shocking story on the floor of the House, pro-independence web sites reported Monday.
“Few months back I (Sadiq Umrani), Zaffar Zehri and Younas Mullahzai were returning to Quetta from Kalat after offering our condolences to Agha Irfan Karim on demise of his mother. All three of us saw the FC shooting at three people; their hands were tied behind. The next day bodies of the three men were found dumped [in Mastung]. We are eye-witnesses of that incident,” Umrani told the Balochistan provincial assembly.
Umrani’s remarks come just two days ahead of the Oversight and Investigations Sub-committee of the House Foreign Affairs Committee, summoned by Rep. Dana Rohrabacher at the Rayburn House Office Building on Wednesday.
Zaffar Zehri, who is home and tribal affairs minister, oversees much of the law-enforcement work in the bloody province and is an estranged brother of the chief of the Zehri tribe and servbices and general administration minister Sardar Sanaullah Zehri.
Mullahzai is the information minister of Balochistan.
Umrani made the speech during a debate on the killing of family members of opposition member Mir Bakhtiar Domki.
Domki’s wife Zamur Domki, 32, daughter Janan Domki, 13, and family driver Barkat Baloch were allegedly gunned by agents of Pakistani secret services in the wee hours of January 31 in Karachi, commercial capital of Pakistan.
Umrani has strong feelngs for Baloch patriots.
Though a member of a federalist party, Umrani has been a close friend of Baloch patriotic leader Dr. Abdul Hayee of the National Party since the time they were in jail together four decades ago.

Although the congressional hearing and subsequent resolutions were not sponsored by the Obama administration, American diplomats still face the wrath of Pakistani officials due to utter ignorance of the American poli-tical system. A Human Rights Watch report titled “We can Torture, Kill, or Keep You for Years’: Enforced Disappearances by Pakistan Security Forces in Balochistan” exposes the fact that Pakistani agencies are responsible for widespread disappearances of Baloch political activists. The 32-page report slams Pakistan authorities for taking people into custody and then denying all responsibility or knowledge of their fate or whereabouts. The rights group investigated several cases in which uniformed personnel of the Frontier Corps, an Interior Ministry paramilitary force, and the police were involved in abducting Baloch nationalists.

Hypocrites, to boot

I have added the appellation ‘hypocrites’ to the title of my piece of last week, for that is exactly what the commanders of the Deep State are. Lying; pretending; deceiving even their friends and well-wishers; trying to be too-clever-by-half; and when caught out, donning the robes of martyrs with holier-than-thou looks on their faces. As if butter wouldn’t melt in their mouths.
Just look back over the years and see the lies and damned lies that we have been told, specially when the country has been led into catastrophes directly because of the Deep State’s own doings. If it was East Pakistan a half-century ago when that part of our country was treated like a colony and our Bengali compatriots like second and third-class citizens which moved them to hate West Pakistan (and its hapless people), it is Balochistan today where every second week broken and bashed and shot-through-the-heart bodies are dumped, making the Baloch hate the (yes, hapless) Punjabis.
Amid all of this, the Deep State goes on stupidly and blindly and cruelly, doing what it does best: ham-handedly following its own narrow and blinkered ‘strategic’ policies that have all but destroyed our country. Nothing demonstrates, yes I will say it again, this foolish cold heartedness than the fast-unravelling case of the Adiala Eleven for which kudos to My Lords the Chief Justices of Pakistan and of the KPK High Court.

WASHINGTON: A resolution moved by a group of US Congressmen calling for right to self-determination for the Baloch people has driven Pakistan to hysteria, with its leaders from the Prime Minister down questioning Washington’s commitment to the country’s sovereignty.
Following a Congressional hearing last week on the human rights situation in Balochistan, the Obama administration had assured Islamabad that it is committed to the country’s unity and integrity, but suspicion runs deep in Pakistan that Washington is intent on fingering the country on account of its covert support for terrorists.
Some hardline American analysts have suggested that the Washington help the Baloch break away from the federation so that American and Nato forces can have unfettered access to landlocked Afghanistan, given how Pakistan has been holding the US to ransom.
While the hearing itself had caused much disquiet in Islamabad and pushed an angry Pakistan into lodging formal protests, the latest resolution has driven its establishment to hysteria and distraction. Pakistan’s prime minister Yousef Raza Gilani condemned the resolution as a move to undermine the country’s sovereignty, and the Pakistani foreign office and the embassy in Washington took exception to it, saying it was against the “very fundamentals of US-Pakistan relations.”
Politics behind the resolution: Introduced by California Republican Dana Rohrabacher and co-sponsored by two other Republican Congressmen Louie Gohmert (Texas) and Steve King (Iowa), the House Concurrent Resolution says that the Baluchi nation has a “historic right to self-determination.”
Stating that Baluchistan is currently divided between Pakistan, Iran, and Afghanistan with no sovereign rights of its own, the resolution explains that “in Pakistan especially, the Baluchi people are subjected to violence and extrajudicial killing,” and therefore, the Baluchi people “have the right to self-determination and to their own sovereign country; and they should be afforded the opportunity to choose their own status.”
“The Baluchi, like other nations of people, have an innate right to self-determination,” Congressman Rohrabacher said in a statement. “The political and ethnic discrimination they suffer is tragic and made more so because America is financing and selling arms to their oppressors in Islamabad.”
The statement explained that historically Baluchistan was an independently governed entity known as the Baluch Khanate of Kalat which came to an end after invasions from both British and Persian armies. An attempt to regain independence in 1947 was crushed by an invasion by Pakistan.
“Today the Baluchistan province of Pakistan is rich in natural resources but has been subjugated and exploited by Punjabi and Pashtun elites in Islamabad, leaving Baluchistan the country’s poorest province,” it said.

A US Congressman Dana Rohrabacher has introduced in his country’s Congress a resolution seeking the right of self-determination for Baloch in Pakistan.
The resolution called as the House Concurrent Resolution in the US House of Representatives and co-sponsored by Representatives Louie Gohmert and Steve King calls for sovereign country for the people of Balochistan.
A week ago, Congressman Dana Rohrabacher had also chaired a Congressional committee’s hearing on Balochistan. His move is likely to affect Pakistan’s relations with the US. Both the countries are already sharing difficult relationship after the NATO attack on Pakistani post. Pakistan in reaction had suspended NATO supplies to Afghanistan.
The resolution says hat revolts in 1958, 1973 and 2005 indicate continued popular discontent against rule by Islamabad, and the plunder of its vast natural wealth while Baluchistan remains the poorest province in Pakistan.
The resolution further adds there is also an insurgency in Sistan-Balochistan, which is being repressed by Iran. The people of Balochistan, it said were divided between Pakistan, Iran, and Afghanistan and they had the right to self-determination and to their own sovereign country and they should be afforded the opportunity to choose their own status among the community of nations, living in peace and harmony, without external coercion.
Media reports said Rohrabacher, who is also the Chair of the House Foreign Affairs Subcommittee on Oversight and Investigations also issued a statement from his office which said, “The Baluchi, like other nations of people, have an innate right to self-determination. Rights group says after Balochistan, intelligence agencies ‘kidnapping, killing’ people in Sindh
LAHORE: The Asian Human Rights Commission (AHRC) says it has received information that bullet-riddled bodies of two missing young men have been found on the roadside in Larkano.
AHRC said the two had been missing for the last six months when they were arrested by law enforcement agencies while travelling on the Karachi highway.
“Since January 2012, more than a dozen bullet-riddled bodies have been found in Sindh.
Abbas Kassar, a senior journalist from Sindh, reported that the bodies of two young Sindhi men – Khadim Lolahi and Qurban Jatoi – were found in Madeji town of Larkano on February 12. They were the activists of the Jeay Sindh Muttahida Mahaz (JSMM) that is working for the separation of Sindh from Pakistan, AHRC said.
