Is Rohrabacher wrong on Balochistan? By Pervez Hoodbhoy

…. Dana Rohrabacher’s resolution in the US Congress states that the Baloch people “have the right to self-determination and to their own sovereign country”. Expectedly, this unleashed a torrent of anger in Pakistan’s government and media which overwhelmingly saw this as a conspiracy to break up the country. Pakistan-US relations have descended another notch; attempts by the US State Department, as well as the currently visiting group of Congressmen, to distance themselves from the resolution have not worked. …

…. The official Pakistani response to Rohrabacher is still more flawed. Foreign Minister Hina Rabbani Khar termed the tabling of his bill “a violation of UN charter” and of Pakistan’s sovereignty. But this line of defence could forfeit Pakistan’s moral right to criticise other states, Syria and India included.

Consider the fact that on February 17 Pakistan voted for an Arab League-sponsored resolution in the UN General Assembly which calls upon Syria’s President Bashar al-Assad to step down. This surely constitutes interference in the internal matter of a sovereign country. But Pakistan did well. In a civilised world national sovereignty must come second, and human rights first.

Pakistan has also long criticised India — and justly so — for its human rights abuses. But more people are dying in Balochistan today than in Kashmir. For all their brutality against stone-throwing Kashmiri boys, the Indians have not yet used helicopter gunships and fighter jets against Kashmiris. Pakistan, on the other hand, uses airpower as a matter of course in Balochistan and Fata. ….

The U.S. Congressman Dana Rohrabacher (R-Ca), who introduced a  resolution on Balochistan along with two bills honoring the Pakistani doctor who helped the CIA catch Bin Laden, sat down with the Voice of America’s Ayesha Tanzeem to discuss some of these issues.

According to the resolution, the Baloch people have the right to self-determination. Pakistan has reacted strongly to this resolution calling it a violation of international laws and interference in its internal affairs.

The U.S. State Department has tried to distance itself from Congressman Rohrabacher’s opinions and efforts and has insisted that it does not reflect official US policy. State Department spokesperson Victoria Nuland insists that the US does not want to interfere in the internal affairs of Pakistan.

The two bills introduced on the 17th of Feb, 2012 call for giving US citizenship to Dr. Shakeel Afridi as well as honoring him with the highest civilian honor, a Congressional Gold Medal. Dr. Afridi is under arrest in Pakistan after secretly helping the CIA to collect DNA evidence of Bin Laden’s presence in the compound. The Abbottabad commission has recommended that he be tried for treason for helping a foreign government’s secret agency.

VICTIMIZATION OF SASSO OFFICERS

Would the Chief Secretary and the Chief Minister of Sindh redress the financial problems of Sindh Government retired Sasso officers as they are not being paid their monthly pensions in time. When approached the concerned Section officer of Sindh Agriculture department, he responded rudely that State Bank of Pakistan does not release them the funds and if any further inquiry or reason is asked, he usually stop talking and putting the receiver of the phone to avoid any further inquiry. Secondly, the annual increment as allowed by the Government to their other serving and retired employees, has still not allowed Sasso officers such annual increments. We shall be highly grateful if our financial problems are solved being the retired and senior citizens of Sindh Pakistan.

“Kach is a hard-line Israeli militant group that advocates for the expulsion of Arabs from the biblical lands of Israel. The U.S. State Department listed it as a terrorist organization in 1994. Kach, as well as the splinter group Kahane Chai, condones violence as a viable method for establishing a religiously homogenous state. The group has not staged a large terrorist attack since 1994, although people affiliated with the groups have been arrested for “low-level attacks” since 2000, according to the State Department’s 2006 Country Report. In 2006 a U.S. Federal Court upheld that Kach was rightly listed as a terrorist organization in an appeal.? …

Majority of IEDs are traced to Pakistan

WASHINGTON – Pakistan is the source of explosives in the vast majority of makeshift bombs insurgents in Afghanistan planted this summer to attack U.S. troops, according to U.S. military commanders.

From June through August, U.S. troops detected or were hit by 5,088 improvised explosive devices (IEDs), the most for any three-month period since the war began in 2001.

Those bombs killed 63 troops and wounded 1,234, Defense Department records show. ….

‘Killer’ alleges MQM has militant wing

ISLAMABAD: One of the most dangerous alleged target killers, who confessed to have killed many, including police officers in Karachi, has reportedly claimed his association with the Muttahida Qaumi Movement’s “militant wing”, and has named Dr Imran Farooq as the contact person for many party militants. He further said that Ajmal Pahari was one of the MQM’s men.

Arrested and interrogated in 2010 before the murder of Dr Imran Farooq, the accused target killer, Muhammad Ishtiaq, alias Salman, alias Police Wala, confessed before the Joint Interrogation Team comprising representatives of the ISI, IB, Rangers, CID, Sindh Police and Special Branch, as reported in an official document, that Ajmal Pahari (who was arrested recently in Karachi and is alleged to have been involved in the killing of 100 people) also belongs to the MQM.

Terrorists in ‘Command and Control’?

SINDH: KARACHI – The officials of the Command and Control Centre established by former Karachi nazim Mustafa Kamal is aiding target killers and terrorists in their activities, Pakistan Today has learnt. Sources said that with their eyes on various parts of the city through the cameras installed all across the metropolitan, the officials of the centre’s Cam Wing provide anti-social elements with information about movement of the police and personnel of other law enforcement agencies as well as instructions for terror activities.

During the recent incidents of violence, the Inter-Services Intelligence (ISI) has recorded conversations of the centre’s officials with target killers and terrorists, the sources added. They said that officials of the Cam Wing were discovered directing criminals regarding targets for killing and causing disruption as well as vandalism, looting and arson.

The ISI has recorded conversations of Cam Wing officials on separate occasions of violence and found that they directed criminals to leave a particular location or reach a specific site, they added. Sources said that the ISI has forwarded a letter to the federal government to immediately investigate the Cam Wing officials, and has recommended that the centre be handed over to the law enforcers immediately because due to these corrupt officials, the law enforcers have been unable to take action against target killers and terrorists among other criminals.

In its letter, the ISI has also expressed its reservations over the department of Community Police, more commonly known as the City Wardens, the sources added.

It is pertinent to mention here that the Community Police Department was also established by the former city nazim, and some 7,500 activists of the Muttahida Qaumi Movement (MQM) were appointed in the department without conducting any interviews to determine their eligibility.

It is also relevant to mention here that on February 28 this year, the Sindh High Court (SHC) had ordered handing over the Command and Control Centre to the Sindh Home Department, but despite the passage of over five months, no action has been taken in this regard due to the Pakistan People’s Party’s policy of reconciliation.

An SHC division bench comprising Justices Gulzar Ahmed and Imam Bux Baloch had ordered constituting a committee headed by the Sindh Special Home Secretary and Sindh Additional Inspector General of Police with Pakistan Rangers-Sindh Lieutenant Colonel and a grade-19 officer of the City District Government Karachi (CDGK) as its members to supervise the centre.

The bench had issued the orders on a constitutional petition filed by Jamaat-e-Islami Karachi President Muhammad Hussain Mehanti who sought handing over the centre to the Sindh government.

At the time of the SHC decision, Sindh Additional Advocate General Miran Muhammad Shah had assured the court on behalf of the provincial government that the centre would be run under the control of the Home Department.

Shah had said that the centre would be run under the supervision of the Home Secretary and law enforcers among others.

The court had then disposed of the petition and ordered handing over the centre to the Home Department.

The Command and Control Centre was established by the CDGK in its last tenure following the directives of the former city nazim to control the traffic problems of the city; however, according to sources, the centre has been misused by a specific political party.

They said that the law enforcers have expressed their reservations on many occasions and suggested that instead of a political party or the local government, this centre be supervised by the provincial government because the centre has been misused by a political party for its own interests.

Several terror incidents – including the 12 Rabiul Awwal, 12 May and April 9 incidents as well as the Ashura and Chehlum tragedies – shook the metropolis, but no video evidence was maintained or handed over to the law enforcers, they added.

They also said that former Sindh home minister Dr Zulfiqar Ali Mirza had publicly complained that the Command and Control Centre was being misused by a specific political party. The video clip of a recent quarrel between Mirza and a private television channel’s team was also provided by the officials of the centre to the said channel, they added.

PAKISTAN: A human rights defender is booked on fake charges of robbery, his brother is arrested and at risk of being tortured

Mr. Dilshad Bhutto, son of Mohammad Bux Bhutto, is a prominent human rights defender from Sindh province and he heads the campaign against torture in custody the “Anti Torture Movement Pakistan”. Every year on the occasion of June 26, the international day in Support of Victims of Torture, he organizes different seminars and workshops against the practice of torture in custody with the collaboration of different human rights groups, including the Asian Human Rights Commission (AHRC). Many times, he was intimidated by powerful landlords cum politicians who opposed his activism in favour of human rights.

A case of robbery was filed against Mr. Dilshad Bhutto and his elder brother Mr. Mashooq Bhutto in Taluka police station, Larkana district, Sindh province. The robbery is alleged to have occurred in the house of Mr. Nazeer Bhutto, city president of Sindh National Front and Dilshad and Mashooq were accused of looting valuable items from the house. The police immediately acted upon the first information report (FIR) and went to arrest them from Dadu city, 200 kilometers far from Larkana city. Dilshad Bhutto was not present in his house at that time and the police arrested his elder brother who is working as an officer in the department of education, Sindh government, in the early hours of July 29. Local journalists say that the complainant was also not aware that a case was filed on his behalf. ….

Washington (CNN) — Pakistani intelligence secretly funneled at least $4 million to a Washington front group whose leaders improperly lobbied U.S. officials over the disputed territory of Kashmir, federal agents alleged Tuesday.

A Pakistani-American man who served as director of the Kashmiri American Council is in federal custody, while a second man accused of steering money to the organization is believed to be in Pakistan, the Justice Department said. The KAC director, Syed Ghulam Nabi Fai, “acted at the direction and with the financial support of the government of Pakistan for more than 20 years,” an FBI arrest affidavit states.

One U.S. congressman quickly gave $4,000 donated by the two men charged in the case to charity, while another said he would consider a similar move if the source of the money was in question.

Fai and his co-defendant, Zaheer Ahmad, have been charged with conspiring to violate the Foreign Agents Registration Act, which requires lobbyists acting on behalf of another nation to register with the U.S. government. The charge carries a possible prison term of up to five years. ….

WASHINGTON — President Obama, seeking to capture a moment of epochal change in the Arab world, began a new effort on Thursday to break the stalemate in the Israeli-Palestinian conflict, setting out a new starting point for negotiations on the region’s most intractable problem.

A day before the arrival in Washington of Prime Minister Benjamin Netanyahu of Israel, Mr. Obama declared that the prevailing borders before the 1967 Arab-Israeli war — adjusted to some degree to account for Israeli settlements in the West Bank — should be the basis of a deal. While the 1967 borders have long been viewed as the foundation for a peace agreement, Mr. Obama’s formula of land swaps to compensate for disputed territory created a new benchmark for a diplomatic solution.

Mr. Obama’s statement represented a subtle, but significant shift, in American policy. And it thrust him back into the region’s most nettlesome dispute at a time when conditions would seem to make reaching a deal especially difficult.

The Israeli government immediately protested, saying that for Israel to return to its pre-1967 borders would leave it “indefensible.” Mr. Netanyahu held an angry phone conversation with Secretary of State Hillary Rodham Clinton on Thursday before the speech, officials said, in which he demanded that the president’s reference to 1967 borders be cut.

Israeli officials continued to lobby the administration until right before Mr. Obama arrived at the State Department for the address. White House officials said he did not alter anything under Israeli pressure ….

Dear Editor

I am surprised no anchor person or any media person has yet interviewed or focused over the present secretary irrigation, Sindh, who is posted as secretary since last eight years despite his retirement continued to remain on the post for three consecutive contracts.

Obviously on the basis of being a good pay master to higher authorities. He may be asked as how much funds he has so far utilized for so called maintenance of the river banks of sindh.

Actually it is the non maintenance (maintenance on papers only for utilization of funds worth millions per year) which is basic and root cause of such huge scale devastation e.g. breakage/ leakage of river banks on various places. It is strange that the government has so far taken no action against him, obviously for his capacity to bribe the higher authorities from the share of billions of rupees of funds which he has earned in his tenure of about 40 yrs in irrigation department being an engineer/technical person with extra ordinary maneuvering qualities. It is suggested that he be brought on media and questioned about utilization of funds for maintenance of river banks. And his efficiency to remain on the job continuously for 3 contracts.

I wonder why every anchor person calls the retired secretary and other retired engineers and has so far ignored the present secretary. The Irrigation Secretary Sindh has been serving/plundering this department since last 40 years. Ministers and governments change but he remains on the seat continuously. Even PPP, MNA complained about his corruption on the floor of national assembly but failed to arise any action against the blue eyed boy.

Flood in Sindh and Corruption

Every year there is budget of billions of rupees to clean the canals and reinforce the banks, but that never happens. We all know how much rich are the corrupt engineers of irrigation department in Sindh. Those corrupt ministers, engineers, civil-Military bureaucrats and politicians  proudly display their bungalows that value 100-200 million rupees. Have multiple cars and drivers. Have lands and fishing ponds. And because they don’t want people to see all they have, they probably own kilograms of gold, for future use. These corrupt engineers don’t even settle for Lacs, but Crores every month. The race goes on between irrigation and other specialties such as roads and buildings, who make billions of rupees showing roads, public facilities, sewer, and schools, built on paper. …

Huge Corruption in Sindh Health Department

A big part of Sindh’s sorrows is the rampant corruption that prevents substantial amounts of funds being spend for common good in Sindh. With the spread of dangerous diseases such as Hepatitis, rural Sindh has one of worst health facilities in South Asia. Just imagine how much of private effort and time would be required to collect Rs. 299 millions (US $ 3.7 million) in donations. This much amount was siphoned away just in one year.

We are in a tough situation! One one hand, we try our best to put pressure on USAid and other international aid organizations to ensure that Sindh is not denied its due share in the distribution of aid and loans and then we read the news such as below that some scrupulous Sindhis are shamelessly looting from educational and health budgets.This is quite discouraging!

It is imperative that local (Sindh-based) and overseas Sindhis should start a campaign against increasing corruption in Sindh. This will definitely in the reduction of misery for common people.

KARACHI: The health department of Sindh accepted Rs53.48 million worth of medicines without determining their quality and potency, failed to replace drugs worth Rs1.99 million that were declared substandard by the drug test laboratory, and suffered a loss of Rs1.68 million due to the expiry of medicines during the year 2005-06.

Involving an amount of Rs57.15 million, this is only a fraction of the total Rs299.52 million in financial irregularities unearthed by auditors in their report for the year 2005-06.

The Public Accounts Committee of the Sindh Assembly, headed by Sardar Jam Tamachi, will take up the audit report for consideration and subsequent suggestions once it finalises its recommendations for the 2004-2005 audit report.

The audit report for the year 2005-06 says that six offices of the health department – additional secretary health (procurement) , Liaquat University Hospital, Hyderabad, Chandka Medical College, Larkana, People’s Medical College Hospital, Nawabshah, Services Hospital Karachi, and the Inspection and Import Depot of Karachi – made purchases of Rs87.10 million but the details of the procurements are not mentioned in the relevant stock register.

The auditors found that the Liaquat University Hospital of Hyderabad purchased machinery, equipment and stationery articles worth Rs76.41 million; Chandka Medical College, Larkana, bought crockery items for Rs0.64 million; and People’s Medical College Hospital, Nawabshah, procured medicines worth Rs0.36 million.

On account of various hospital dues, fees and rent, a total of Rs61.80 million were realised. However, the amount was not deposited in the treasury, which was a violation of Rule 41 of the Sindh Financial Rules, Volume-I. Besides, the auditors say, dialysis machines worth Rs22.90 million were purchased while the lowest bids in this regard were ignored without any reason.

According to the report, tenders were invited for 16 dialysis machines equipped with complete RO system but the contractor quoted the rates separately as Rs0.696 million for each dialysis machine and Rs0.5466 million for each portable RO system. Instead of 16 complete sets 27 dialysis machines and six portable RO systems were purchased without carrying out any consultation with hospital administrations.

Procurement office

The scrutiny of the expenditures’ statement revealed that machinery and equipment costing Rs86.93 million were purchased by the office of the additional secretary health (procurement) but the statement of the Import and Inspection Depot revealed that they only received machinery and equipment worth Rs71.12 million. There is no mention of the machinery and equipment costing Rs15.81 million in the Import and Inspection Depot’s record.

The office of additional secretary (procurement) purchased X-ray films worth Rs14.08 million without obtaining clinical efficacy report from the Civil Hospital Karachi, which was a violation of Clause 18.3 of the contract agreement. The office paid Rs7.20 million on the purchase of a 500 KVA generator to M/s Allied Engineering instead of the lowest bidder, M/s Irfan & Bros, who quoted its rate as Rs6.44 million. Advance payment was made to the bidder in violation of the rules. Besides, medicines and equipment costing Rs1.34 million were purchased without calling tenders and without approval of the technical committee.

Similarly, the office of additional secretary health (procurement) and Lyari General Hospital ignored the lowest bid for the renovation of buildings and provision of medical services without assigning any reason, including the purchase of equipment for a surgical operation theatre at a cost of Rs7.27 million.

The directorate of the malaria control programme purchased laptop and multimedia projection and secretary health department purchased five laser jet printer HP-1200 and five P-IV machines at the rate of Rs37,000 each. A total of Rs0.6445 million was spent in violation of para-67, chapter-IV of the Sindh Purchase Manual, 1991.

Sindh Medical Faculty

The office of director-cum- controller of examination, Sindh Medical Faculty, Karachi, granted loans of Rs5.24 million to different officers/hospitals not related to the Sindh Medical Faculty for various purposes during the year 1993-2004. The auditors say that there is no provision in the faculty rules for grant of loans to an employee outside the faculty.

The office incurred Rs2.96 million on honoraria, paid without any policy and criteria at a rate other than the one duly approved by the governing body. A total of Rs3.11 million was incurred on account of POL expenditures by unauthorised persons. Besides, no logbook and relevant records were maintained.

On account of ‘Medical Camp at Jacobabad’ and ‘Tasman oil leakage,’ the office of director-cum- controller of examination issued Rs2.0 million out of faculty funds to deputy director of the school health services, Karachi, without obtaining approval of the governing body.

Import, inspection depot

The Import and Inspection Depot Karachi without awaiting the report of medicine samples from the drug test laboratory released medicines to various hospitals. Later, some of the medicines worth Rs2.75 million were found substandard. Similarly, the depot spent Rs0.07 million on purchase of uniforms.

A loss of Rs1.68 million was incurred due to expiry of medicines in the Inspection and Import Depot and Civil Hospital, Karachi.

The report says that residential quarters of the Ojha Institute of Chest Diseases, Karachi, were in unauthorised possession and the authorities concerned could not recover Rs7.68 million rent for the quarters. A loss of Rs4.60 million was incurred due to fixed monthly recovery of water and gas dues at the rate of Rs26 and Rs75, respectively. Similarly, electricity charges of Rs5.58 million were not recovered from officials residing in government accommodations at the Ojha Institute and Chandka Medical College Hospital, Larkana.

The report finds that Chandka Medical College Hospital, Larkana, has been making an annual payment of Rs4.5 million to M/s Fazal Din & Sons Karachi on the maintenance/ service of lithotripter machine for the last 10 years. The auditors say a new machine could be bought for 20 per cent of the total service charges paid during the decade.

Besides, an amount of Rs2.06 million was fraudulently drawn from the treasury/district accounts office of Larkana on account of electricity charges of the medical college. The medical college hospital retained Rs1.45 million in a private account and did not deposit the amount in the government treasury.

The civil hospital failed to recover to Rs2.33 million for X-ray services.

People’s Medical College Hospital retained Rs0.05 million in a private account and did not deposit the amount in the government treasury.

The Lyari General Hospital Karachi and Services Hospital Hyderabad paid Rs0.751 million and Rs0.157 million, respectively, to an NGO ‘Patients Welfare Society’ out of government receipts realised on account of laboratory charges, which should have been deposited into the government treasury.
